Description/object of the contract : A daily electronic press review gathering selected press articles from all EU Member States, Switzerland and the United States on the day of publication, and eventually selected press articles from the acceding countries, in a second phase to be decided ultimately by the contractor. The press review shall be hosted on the tenderer's website and ECB authorized users shall access it by means of a user name and a password. The ECB electronic press review shall in particular allow the user to define his personalized selection of articles arranged by topic, language and scope of the coverage. The tenderer shall offer a platform that allows inclusion of articles in Greek and, in a second phase, Cyrillic characters. The electronic press shall include a function allowing all or selection of articles to be printed together with a corresponding table of contents. The majority of users will be allowed to download a maximum of 15 full articles per opening day. Three different press reviews shall be made available on the Internet during the day: a preliminary selection of the international press, a morning selection covering additionally at least one newspaper per country and an afternoon press review containing all relevant articles of the day. Three deadlines are to be adhered to: 8.00 a.m, 9 a.m and 2 p.m CET respectively. An electronic archive based on abstracts of the articles, as defined by the ECB, shall allow the user to retrieve any article by means of an electronic search. Reader statistics shall be made available and allow control of the copyright costs for the press review. Site or location of works, place of delivery or performance: NUTS code: DE712. Alternative offers will only be accepted in addition to the offer meeting all the requirements requests in the tender. Quantity or scope of the contract II.2.1) Total quantity or scope (including all lots and options, if applicable): The duration of the contract is three years with the possibility of renewal for a further period of up to two years. The tenderer shall send a detailed proposal of how he will be able, when required, to extend the coverage of the press review to the acceding and accession countries. For the whole duration of the contract, the tenderer shall ensure an uniterrupted service. Duration of the contract or time limit for completion: Either: Period in month: 36 (from the award of the contract). Starting 1.1.2004 and/or ending 31.12.2006. Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is awarded: The establishment of temporary grouping is allowed. Bids from temporary groupings will only be considered if their members, at the time of placing the bid, have declared in writing that: - in the case of an order they will provide all services as temporary grouping, and - all members will have joint liability for the performance of the contract. Furthermore, a representative who is authorized to report to the ECB on behalf of the temporary grouping to make legal statements and to accept unrestricted payments on behalf of the temporary grouping or cash member of it, shall be named. The parts of the services that will be performed by single companies shall be specified. Conditions for participation III.2.1) Information concerning the personal situation of the contractor, supplier or service provider and information and formalities necessary for the evaluation of the minimum economic, financial and technical capacity required: The tenderer shall provide documentation showing that the company: - has the capacity to deliver a rapid and reliable Internet-based press review with an efficient archiving system, and; - has the capacity to deliver articles on the same day of their production in the area concerned, and; - has the management organization and management procedures capable of sustaining reliable and consistant production of a daily press review in order to cover the countries and meet the deadline imposed by the ECB, and; - has at least two persons with excellent and proven English skills among their professional staff, and; - has experience in producing an electronic press review for the central banking or finance sectors. Economic and financial capacity - means of proof required Statement as to turnover for the pevious three years for the type of service to be provided under this contract. Where applicable, a distinction is to be made between contracts carried out by the service provider themselves and those carried out by subcontractors. Copies of the audited accounts and balance sheets for the previous three years or equivalent certified documentation demonstrating the financial position of the tenderer. Technical capacity - means of proof required: List of tenderer's contracts of a similar nature in the previous three years, together with details of the value, quantities, dates and clients. List of equipment available to the tenderer needed to perform the service. Particularly facilities used in identifying articles in the media selected for the press-cutting service. The qualifications and experience of the key personnel proposed for the administration and the execution of the contract, and the name and curriculum vitae of the coordinator with the ECB. The curriculum vitae of the second coordinator shall also be included. Conditions specific to services contracts III.3.1) Is provision of the service reserved to a specific profession?.
