Beschreibung der Beschaffung

The requested laser system is an essential component of the terahertz (THz) user facility TELBE at the ELBE Center for High-Power Radiation Sources at the HZDR. At this facility, intense THz pulses from an accelerator-based source are used to excite various kinds of sample materials; the THz-driven dynamics are then probed using optical methods based on ultrashort (femtosecond), intense, carefully tailored and synchronized light pulses. The requested laser infrastructure will serve as the main probe laser with versatile parameters and output options. This laser infrastructure will also serve various purposes apart from probing, such as providing a timing reference, additional optical pump capabilities for 2D spectroscopy experiments. The laser system must consist of the following main components: A) Femtosecond laser oscillator B) Laser amplifier C)Optical parametric amplifier D) Mid-infrared (MIR) source. Beside the fulfillment of the criteria described under 2. Performance quote of Annex 01A, the scope of deliveries and services includes:
- delivery at the place of performance
- laser installation infrastructure (electricity, cooling water, and optical table) will be provided by HZDR
- suitable laser chillers (water-water) included in the delivery
- site acceptance test (SAT)
- user documentation in English
- a 12-month warranty on the entire laser system, including all necessary components, from the date of acceptance (SAT), but no later than 3 months after delivery if acceptance is delayed for reasons beyond the contractor’s control
- CE conformity
- on-site user training for at least two users

For the examination of expertise and performance, the bidder must provide at least two references that are comparable with the laser system of the tendering procedure. In addition, these references shall not be older than 5 years (date of acceptance by the respective client, calculated up to the date of submission of the bid in the current procedure) and must have been accepted by the respective client at the time of submission of the bid.
The Bidder must submit test reports for the laser amplifier and the optical parametric amplifier (OPA) with the following values:
1) Laser amplifier: Test reports for comparable, delivered systems (average power ≥ 20 W) regarding beam pointing stability after a maximum of 1 hour of warm-up.
Minimum value: beam pointing stability < 20 µrad/°C
2) OPA: Test reports for comparable, delivered systems (pulse energy at 800 nm ≥ 10 µJ) regarding power stability after a maximum of 1 hour of warm-up.
Minimum value: short term power stability ≤ 2% pulse-to-pulse
long term power stability ≤ 2% over 8 h
For both components (Laser amplifier, OPA) these minimum values must be achieved in each reference. The contracting authority accepts test reports based on data acquired either at the factory or at the client’s installation site.

Legal remedies pursuant to section 160 of the Competition Act:
(1) The public procurement tribunal shall initiate review proceedings only upon application.
(2) Every undertaking that has an interest in the public contract or the concession and claims that its rights under Section 97(6) have been violated by non-compliance with the provisions governing the awarding of public contracts has the right to file an application. In doing so, the undertaking must show that it has been or risks being harmed by the alleged violation of public procurement provisions.
(3) The application is inadmissible if
1. the applicant became aware of the claimed violation of public procurement provisions before filing the application for review, but did not complain to the contracting authority within a time limit of 10 calendar days; the expiry of the time limit under Section 134(2) remains unaffected,
2. violations of public procurement provisions which become apparent from the tender notice are not notified to the contracting authority by the end of the time limit for the application or the submission of a tender specified in the notice,
3. violations of public procurement provisions which only become apparent from the procurement documents are not notified to the contracting authority by the end of the time limit for the application or the submission of a tender specified in the notice,
4. more than 15 calendar days have expired since receipt of notification from the contracting entity that it is unwilling to redress the objection.
Sentence 1 shall not apply to an application under Section 135(1) no 2 to have the contract declared ineffective. Section 134(1) sentence 2 shall remain unaffected.
