The contracting authority is one of the leading European development finance institutions which finances projects in manufacturing, agriculture and infrastructure in developing countries and emerging markets. A number of these projects are of medium-high and high environmental as well as social relevance. They range over developing countries across Africa, Asia, Latin America and Eastern Europe / former Soviet Union / Central Asia.
These projects need to be reviewed during due diligence and on a regular basis regarding their impact on environmental as well as social matters in the respective region. Applicable standards include IFC performance standards, good international practice and the relevant environmental and social laws.
Review procedures in general entail a 3-day site visit including meetings with the responsible management, site tour, focus group meetings with workers, visit to adjacent communities, meeting with key community stakeholders and interviews with community members. In addition, occasional short-term measures such as one day workshops with the local company on site may be commissioned. The findings plus recommendations will be summarized in a standardized report according to the contracting authority´s internal environmental and social review summary format. Furthermore, the operator will develop an environmental and social action plan.
The contract is a framework agreement. The individual assignment will be commissioned through an engagement order specifying details such as time requirements, staff involved and cost.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

a) (On request of the contracting authority): Proof of the economic operator´s incorporation and / or registration, as prescribed in its country of origin, on one of the professional or trade registers or provision of a certificate or an oath that it is engaged in the profession in question in a specific place und a given business name.

b) (On request of the contracting authority): Proof of payment of the operator´s taxes according to the legal provisions of its country of origin.

c) (On request of the contracting authority): Proof of payment of the operator´s social security contributions according to the legal provisions of its country of origin.

d) (On request of the contracting authority): Declaration of the economic operator, that reasons for exclusion from participation as described in Art. 45 para. 2 2004/18/EG do not exist. For this declaration, a standard form is provided in the specifications.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

a) balance sheets or extracts from the balance sheets, where publication of the balance sheet is required under the law of the country in which the economic operator is established.

b) Statement of the company´s overall turnover of the last three financial years available.

c) (at operator´s option): further proof concerning its economical and financial capacity.

Mindeststandards:

Sufficient economic and financial standing to carry out the contract to be awarded with a prognosis over the contract´s period according to the submitted documents. Overall yearly turnover in the last 3 financial years of at least twice the estimated yearly value according to No. II.1.4.

Technische und berufliche Fähigkeiten:

a) Description of similar review missions in the last 3 years including client´s name, address and contact person.

b) Further evidence of the economic operator's experience in the field of environmental and social review procedures in developing countries and emerging markets and a track record in knowledge and application of the IFC performance standards, good international practice and respective local laws.

c) An indication of the teams of ecological and social specialists involved across Africa, Asia, Latin America and Eastern Europe / former Soviet Union.

d) educational and professional qualifications of the framework contract coordinator.

e) Number and qualification of own staff who will be available for this contract.

Notice: the Contracting Authority will consider other relevant evidence of the operators technical capacity if it finds valid reasons to do so.

Mindeststandards:

Economic operator´s qualification and experience in the field of review procedures, availability of teams of ecological and social specialists and a qualified framework contract coordinator as well accordingly qualified staff. An economic operator which relies on other companies to provide for its technical capacity must give evidence that these companies´ technical capacity is at the economic operator´s disposal. This evidence may be given through a formal obligation for which a standard form is provided in the specifications. Furthermore, the economic operator must prove that all companies it relies on for its technical capacity fulfill the requirements according to No. III.2.1 through III.2.3.

Sonstige besondere Bedingungen:

The team for each project should generally consist of an experienced environmental and an experienced social specialist, preferably from the responsible regional offices, combining local knowledge and language skills with sound experience in applying international standards. Additionally, the Operator will have to provide a framework contract coordinator.
