The textile sector is an important driver of export and economic growth in Bangladesh. It currently accounts for 83 % of all exports and employs approximately 4 000 000 people, 80 % to 85 % of whom are women. However, the sector does not fully comply with national and international safety and environmental standards in production. Inadequate safety standards jeopardise the health of employees and fuel social conflict between employers and employees. Insufficient compliance with environmental standards leads to excessive water use and pollution, and exacerbates existing environmental problems and energy shortages in the country.

Despite international pressure from buyers and the growing capacities of authorities to monitor compliance with safety, environmental and social standards, textile and garment factories remain reluctant to invest in improvement measures. Very few enterprises are able to assess the medium-term commercial benefits of such investments. Information about possible and profitable investments as well as relevant standards is lacking, as is the commercial expertise needed to analyse and evaluate relevant risks and advantages. Moreover, many textile factories do not have access to adequate financial services. The core problem is therefore that Bangladeshi financial institutions and textile factories are making too little use of the limited capacity development and information services on investing in safety, environmental and social measures. The objective of the project is that financial institutions and textile factories in Bangladesh make us of the newly created capacity development and information services on investing in safety, environmental and social related improvements.

Formless applications will not be considered. The documents must be submitted together in triplicate, on time and sealed.
2) Consortia must already apply as consortia. The subsequent formation of a consortium is not possible.Consortia have to provide the required information for every member. Precise information on deadline(s) for review procedures:
According to section 160, para. 3, sentence 1 of the Act against Restraint of Competition (Competition Act—GWB), application for the review proceeding is inadmissible if:
1) The applicant has identified the claimed infringement of the contract award regulations before submitting the application for the review proceeding and has not submitted a complaint to the contracting entity within a period of 10 calendar days; the expiry of the period pursuant to section 134, para. 2 GWB remains unaffected;
2) Complaints of infringements of contract award regulations that are evident in the notice are not submitted to the contracting entity at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
3) Complaints of infringements of contract award regulations that 1st become evident in the tender documents are not submitted to the contracting entity at the latest by the expiry of the deadline for application or for the submission of bids;
4) More than 15 calendar days have expired since receipt of the notification from the contracting entity that it is sunwilling to redress the complaint.
