The textile sector is an important driver of export and economic growth in Bangladesh. It currently accounts for 83 % of all exports and employs approximately 4 000 000 people, 80 % to 85 % of whom are women. However, the sector does not fully comply with national and international safety and environmental standards in production. Inadequate safety standards jeopardise the health of employees and fuel social conflict between employers and employees. Insufficient compliance with environmental standards leads to excessive water use and pollution, and exacerbates existing environmental problems and energy shortages in the country.

Despite international pressure from buyers and the growing capacities of authorities to monitor compliance with safety, environmental and social standards, textile and garment factories remain reluctant to invest in improvement measures. Very few enterprises are able to assess the medium-term commercial benefits of such investments. Information about possible and profitable investments as well as relevant standards is lacking, as is the commercial expertise needed to analyse and evaluate relevant risks and advantages. Moreover, many textile factories do not have access to adequate financial services. The core problem is therefore that Bangladeshi financial institutions and textile factories are making too little use of the limited capacity development and information services on investing in safety, environmental and social measures. The objective of the project is that financial institutions and textile factories in Bangladesh make us of the newly created capacity development and information services on investing in safety, environmental and social related improvements.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

(1) declaration on the average annual turnover (net) of the applicant or the member of the consortium for the last 3 financial years,

(2) declaration on the employees of the applicant or the member of the consortium as of 31.12.2016.

Minimum level(s) of standards possibly required:

For (1): at least EUR 2 500 000 EUR (net) for the applicant or the consortium;

for (2): at least 25 employees for the applicant or the consortium.

Technische und berufliche Fähigkeiten:

Declaration on the reference projects of the applicant or the member of the consortium in the last 3 years in the technical field ‘Private Sector Development and/or Financial Sector Development’ and in the region Asia with a minimum commission value of EUR 500 000 (net). There are particular to provide the informations to the project title, the client, the period, the contract value in EUR and the country.

Mindeststandards: At least 4 reference projects for the applicant or the consortium.

Objektive Kriterien für die Auswahl der begrenzten Anzahl von Bewerbern:

The candidates will be rated in a three-part process.

1) Adherence to formal criteria and completeness of the documents.

2) Eligibility of the candidates. This will be evaluated according to the eligibility assessment grid. Criteria are: annual turnover, number of employees, reference projects and technical experience in thematic areas.

3) Should more than 5 bidders be eligible, the bids will be evaluated according to the technical assessmentgrid and according to the following criteria and set percentage Points. For the comparative evaluation we use thereferences and declarations submitted by the bidders:

1.Technical experience (up to five specialist areas, including cross-cutting themes) 50 %.

a. Private sector capacity development interventions for local service providers, in-house factory experts, factory inspectors 15 %.

b. Financial sector development interventions (focus: SME finance, green finance, ESG standards) 15 %.

c. Designing and implementation of capacity development / training measures 10 %.

d. Textile, garment and/or leather supply chains 5 %.

e. Case study development for compliance (fire, electrical, building safety, environmental) issues 5 %.

2. Regional experience in Asia 25 %.

3. Experience of development projects (ODA-financed) 25 %.
