Concerning III.1.1) — III.1.3): A bidder that relies on other companies to provide for its financial/econonmic or technical capacity must give evidence that these companies' financial or technical capacity is at the bidder's disposal. This evidence may be given through a formal commitment for which a standard form is provided in the procurement documents. Furthermore the bidder must prove that the company it relies on for its financial/economic or technical capacity fulfill the respective requirement(s) and that the requirements of III.1.1) are met by the company. If the bidder relies on the capacities of other entities with regard to criteria relating to economic and financial standing, DEG will require that the bidder and those entities be jointly liable for the execution of the framework agreement to be awarded. Important note concerning II.2.5), II.2.9) and III.1.3) a), b): The bidder is not allowed to submit the same reference (accordingly: other statement of qualification and expertise) as a bidder's company's reference within the request to participate as well as a personal reference of the bidder's envisaged teams within the offer. If the bidder did so, this particular reference would only be taken into account/rated within the rating of the bidder's request to participate. Within the bidder's offer this reference would not be taken into account.

Kurze Beschreibung:

DEG is one of the leading European development finance institutions which finances projects in manufacturing, agriculture and infrastructure in developing countries and emerging markets. A number of these projects are of medium-high and high environmental as well as social relevance. They range over developing countries across Africa, Asia, Latin America and Eastern Europe / former Soviet Union / Central Asia.

These projects need to be reviewed during due diligence and on a regular basis regarding their impact on environmental as well as social matters in the respective region. Applicable standards include IFC performance standards, good international practice and the relevant environmental and social laws.

Review procedures in general entail site visits including meetings with the responsible management, site tour, focus group meetings with workers, visit to adjacent communities, meeting with key community stakeholders and interviews with community members. In addition, occasional short-term measures such as one day workshops with the local company on site may be commissioned. The findings plus recommendations will be summarized in a standardized report according to the contracting authority's internal environmental and social review summary format. Furthermore, the operator will develop an environmental and social action plan. The contract is a framework agreement. The individual assignment will be commissioned through an engagement order specifying details such as time requirements, staff involved and costs.

Bedingungen für die Teilnahme
Befähigung zur Berufsausübung:

A) Proof of the bidder's incorporation and/or registration, as prescribed in its country of origin, on one of the professional or trade registers or provision of a certificate or an oath that it is engaged in the profession in question in a specific place and a given business name.

b) Proof of payment of the bidder's taxes according to the legal provisions of its country of origin.

c) Proof of payment of the bidder's social security contributions according to the legal provisions of its country of origin.

d) Declaration of the bidder concerning the absence of grounds for exclusion as described in Sec. 123, 124 GWB (Gesetz gegen Wettbewerbsbeschränkungen, German Federal Act against Restraints of Competition). For this declaration, a standard form is provided in the procurement documents.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

A) Balance sheets or extracts from the balance sheets, where publication of the balance sheet is required under the law of the country in which the bidder is established.

b) Statement of the company's overall turnover of the years 2014 — 2016.

c) (at bidder's option): Further proof concerning its economic and financial capacity.

Mindeststandards:

Sufficient economic and financial standing to carry out the framework agreement to be awarded with a prognosis over the framework agreement's period according to the submitted documents.

b) Overall yearly turnover in the years 2014 — 2016 of at least 1 500 000 EUR.

Technische und berufliche Fähigkeiten:

A) Description of the bidder's similar review missions in the last three years including client's name, address and contact person. The references have to be by (development) finance institutions and clients of financial institutions.

b) Further evidence of the bidder's (company's) experience in the field of environmental and social review procedures in developing countries and emerging markets and a track record in knowledge and application of the IFC standards, good international practice and respective local laws.

c) Number of the average annual manpower of the bidder and the number of managerial staff for the last 3 years.

Mindeststandards:

A) at least five reference services that are similar to the tendered services. The references have to be by at least three different finance institutions (at least one development financial institution) applying IFC Performance Standards and at least two different financial institutions' client companies which are working towards compliance with IFC Performance Standards.
