Trade Development Programme (TDP) is a 44 months' technical assistance programme running from January 2015 to August 2018 that has been entrusted by the European Union to GIZ under an indirect management delegation agreement. The budget of the programme is 10 500 000 EUR, which is co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development.
The aim of the TDP is to contribute to the enhancement of inclusive economic growth of Myanmar by enabling the country to take advantage of its reintegration into the world trading system, including ASEAN, for strengthening trade and investment. To achieve that objective, TDP works with relevant ministries in Myanmar on issues of international and domestic trade in four components, viz. trade reforms, including trade promotion, trade facilitation, food safety and SPS measures, and national quality infrastructure.

TDP works with relevant ministries in Myanmar on issues of international and domestic trade in four components, viz. trade reforms, including trade promotion, trade facilitation, food safety and SPS measures, and national quality infrastructure.

Although a large number of activities have been initiated, some of which are already completed and other are ongoing, still more activities have been planned until the end of the programme. GIZ is looking for a consultancy firm that can assist with the implementation of a broad range of ongoing and new activities in the abovementioned components.

Dauer: 12 Monate

Within the framework of the basic project described in the terms of reference, GIZ reserves the right to award contracts for additional services of this type and approximately the same amount to the successful company in this procedure by means of a negotiated procedure without a prior call for competition.

1) declaration on the Commercial Register, if the applicant or the member of the consortium is registered;

2) declaration on the personal situation of the applicant or the member of the consortium, consisting of:

a) declaration on the absence of the mandatory grounds of exclusion as per section 123 Act against Restraintsof Competition (Competition Act — GWB) or on the remedial actions and the measures;

b) declaration on the absence of the optional grounds of exclusion as per section 124 GWB or on the remedialactions and the measures.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

(1) declaration on the average annual turnover (net) of the applicant or the member of the consortium for the last three financial years,

(2) declaration on the employees of the applicant or the member of the consortium as of 31.12.2016.

Minimum level(s) of standards possibly required:

For (1): at least EUR 2 250 000 EUR (net) for the applicant or the consortium;

for (2): at least 20 employees for the applicant or the consortium.

Technische und berufliche Fähigkeiten:

Declaration on the reference projects of the applicant or the member of the consortium in the last 3 years in the technical field ‘trade, and/or quality infrastructure and/or food safety’ and in the region Southern Asia with a minimum commission value of 400 000 EUR (net). There are particular to provide the informations to the project title, the client, the period, the contract value in EUR and the country.

At least 4 reference projects for the applicant or the consortium.

The candidates will be rated in a three-part process.

1) Adherence to formal criteria and completeness of the documents.

2) Eligibility of the candidates. This will be evaluated according to the eligibility assessment grid. Criteria areannual turnover, number of employees, reference projects and technical experience in thematic areas.

3) Should more than 3 bidders be eligible, the bids will be evaluated according to the technical assessment gridand according to the following criteria and set percentage Points. For the comparative evaluation we use thereferences and declarations submitted by the bidders:

a) Appropriateness of suggested concept and work plan 16 %;

b)Technical backstopping / Knowledge Management 15 %;

c) Qualification of proposed staff 69 %.

According to section 160, paragraph 3 sentence 1 of the Act against Restraint of Competition (Competition Act —GWB), application for the review proceeding is inadmissible if:

1. the applicant has identified the claimed infringement of the contract award regulations before submitting the application for the review proceeding and has not submitted a complaint to the contracting entity within a period of 10 calendar days; the expiry of the period pursuant to section 134, paragraph 2 GWB remains unaffected;

2. complaints of infringements of contract award regulations that are evident in the notice are not submitted to the contracting entity at the latest by the expiry of the deadline for the application specified in the notice or by the deadline for the submission of bids;
