In Nigeria, skills acquisition for renewable energy and energy efficiency till date is inconsistent with market needs. Most current offers tend to be academic, irregular thereby ignoring relevant professional groups. With an eye on market needs, NESP pursues the establishment of nationally recognised training courses to enhance employability and to accelerate renewable energy and energy efficiency projects.
Skills for renewable energy and energy efficiency can now be acquired in line with market needs in 7 selected subject areas. The NESP-REEEP (Nigeria Renewable Energy and Energy Efficiency Project) network of 12 training academies offers related training courses since 2016, and a further expansion of the network is envisaged. Training is tied to a competency certification scheme under preparation that from 2016 to 2017 was rolled out through an interim arrangement to build recognition from industry and financial institutions. From 2019 competency certification is expected to see formal establishment through a designated body. From 2017 until date, over 385 young professionals have benefitted from these courses. To ensure training quality, NESP pursues the certification of professionals. Certification requires a national certification body conducting examinations of trainees and qualified professionals against Competency Standards evolved with industry. These standards need to be re-validated after 3-5 years to ensure continued relevance. At present, it is envisaged that the Council for the Regulation of Engineering in Nigeria (COREN) will be the custodian of developed standards and also certify professionals in clean energy for Nigeria. Certification of professionals is thus pursued to:
(a) ensure training quality;
(b) link qualifications to market needs;
(c) establish national recognition for these qualifications; and
(d) ensure periodic course updates in line with market development.
The overall objective of the assignment is to ensure the capacity of trainers increases in the delivery of training on renewable energy and energy efficiency. The consultant will assist NESP in the delivery of its commitment to empowering training academies and research institutions to offer structured training in renewable energy, rural electrification and energy efficiency accessible across Nigeria.
The tasks to be performed by the consultants will focus on the following areas:
(i) training mentorship support of up to twelve (12) training cycles on SPVI/ SPVIS/ MGD-I (one International consultant);
(ii) training mentorship support of up to five (5) training cycles on MGD-II (one International consultant);
(iii) training mentorship support of up to three (3) training cycles on RHPCE (one International consultant);
(iv) Training of Trainers (ToT) and up to four (4) training mentorship on energy audit and energy management (2 international consultants, 1 national consultant);
(v) Training of Trainers (ToT) and up to two (2) training mentorship on energy efficient building design (2 international consultants, 1 national consultant).
The consultant shall provide experts needed to fulfill the tasks as described in the terms of reference.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as:
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
