Beschreibung der Beschaffung
The SKYE project aims at improving employment and income opportunities for Nigerian young people. To achieve this, the project follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of vocational training) are combined with measures on the demand side (development of the private sector, especially micro, small and medium-sized enterprises, MSMEs) and with interventions in the area of employment services (job placement/matching, career counselling/guidance and labour market information). The project focuses on employment-intensive sectors (f.i. construction and agriculture).
By improving employability for dependent or self-employment, while promoting a favourable environment for the creation of new jobs in labour-intensive sectors and supporting the matching of labour supply and demand, the project — together with the other GIZ projects in the focal area of sustainable economic development — aims to impact on the short and long-term employment and income prospects of the target groups. The project addresses
(i) short-term training, employment and income opportunities for young people; and
(ii) the structural levers for the longer-term creation of employability, employment and income in Nigeria.
The contractor delivers services (Work Packages) in the following fields of intervention, contributing to and supporting achievement of selected project outputs:
Work package 1: developing and implementing competency-based agricultural/agri-processing national occupational standards and related vocational programmes for selected value chains.
The SKYE project intends to support NBTE in developing and institutionalizing a methodology and process for national occupational standards and competency-based training material development, in one or two still to be selected value chains that are currently being supported by the SEDEC projects.
Work package 2: employment and labour market analyses and related capacity development of stakeholders.
In order to validate and further specify the current choice of sectoral intervention areas for the SKYE project, and to provide a sound baseline in the project's intervention States as well as for new intervention areas in the field of active labour market measures, the project intends to conduct at least two state level local employment and labour market assessments, with the intention to institutionalize the methodology for later upscaling through local structures in other states.
Work package 3: development and dissemination of ICT platform-based TVET promotion tools and campaigns
As part of SKYE's activities, it is envisaged to develop and operate a national knowledge and learning (online) platform for vocational training and employment promotion. Whether a dedicated platform will be required or whether existing platforms and ICT channels can be used for that purpose will be decided following a brief survey of available options.
Work package 4: Further development, implementation, and coaching, monitoring and evaluation of Active Labour Market Measures for labour market (re-) integration.
Following a mapping of existing policies and active labour market measures (ALMM), provided by public and non-public stakeholders at federal and state level, the project will decide on the most effective means to engage with selected partners at federal and state level to improve on the existing range of ALMMs. The contractor will build on and expand the existing network of partner organisation that will lend themselves for partnerships to implement one or more of the chose ALMMs.
Work package 5: management, quality assurance, monitoring and evaluation and visibility related to implementation of work packages 1 - 4
To implement the above, the contractor will provide a range of international and local short-term and intermittent experts. Work package five will ensure effective delivery of the services within the overall project context.
