Strengthening capacities to resolve conflict between farmers and cattle herders in Nigeria's Middle Belt
For decades, a conflict over land use has been brewing in different West African countries (Nigeria, Mali, and Niger) between settled farmers and nomadic cattle herders. The reasons for this are diverse and can be broken down into three factors: dwindling natural resources (climate change, strong population growth), poverty, and the displacement of numerous people from Nigeria's Northeast due to violent criminal activities by Boko Haram.
The central government and the governments of affected federal states have not yet found an effective answer to the increasing conflict.
GIZ is seeking to hire contractors to prepare and conduct an impact evaluation for the following project: Strengthening capacities to resolve conflict between farmers and herders in Nigeria's Middle Belt (COREFHE).
The impact evaluation will be conducted under the supervision of and in close collaboration with the GIZ project team.
The objective of the consultancy is to offer an informed basis for local decision-makers and development cooperation (DC) projects and to enable the context-sensitive planning and implementation of activities in a complex and fragile project context. As a result, decision-makers at state and community (ward) level in Nigeria shall be enabled to promptly respond to changes in their respective political, economic and social environment as well as to use data and conclusions of the impact evaluation to plan and implement activities for conflict de-escalation and/or to prevent conflict.
Tasks to be performed by contractor
The final deliverable of the consultancy is a full IE report.
The contractor is responsible to pursue assigned outputs, and implements the tasks described below. Designated COREFHE project staff and partners are to be included throughout the process of conceptualizing, implementing, evaluating and reporting on the IE activities. All IE activities are to be closely linked to the projects' results-based monitoring (RBM) and context monitoring system. The Do No Harm approach is the underlying principle in each step of the IE process and is to thoroughly govern decisions in relation to concept, implementation and evaluation of the IE activities.
The contractor is responsible for the following tasks:
— development of the impact evaluation methodology using quantitative and qualitative research methodology;
— plan, implement, evaluate and report on base-mid- and end line survey;
— conduct quality control procedures of the survey implementation processes;
— data collection and data analysis.
The contractor provides the following main deliverables:
— final impact evaluation methodological note;
— final survey questionnaires;
— survey report on data collection;
— impact evaluation report.
