The tender relates to activities to be conducted under the ‘financial systems development — inclusion’ pillar of the PSED Programme in Ghana (Output 3 of the technical cooperation measure). The duration of the assignment is estimated to start from June 2020 and will run until September 2022.
The focus of technical assistance to be provided by the contractor is as follows:
— Technical assistance to financial services providers (FSPs) in improving the offer of financial services for MSMEs. Financial services providers may include: for example, microfinance institutions, savings and loans companies, rural and community Banks, universal banks, insurance companies or fintechs. The offer may be improved, for example, by developing new products, adapting or scaling up existing products or bundling products, support may be provided for example in areas such as strategic advice, market research, product design, testing or roll-out. Particular attention is to be paid to the potential of harnessing digital channels and technologies.
— Technical assistance to strengthen MSMEs' abilities to access and benefit from financial services. Key activities may include support to MSMEs in strengthening their financial and insurance competence (for example, understanding risk management solutions), improving their bank ability and increasing their information on and exposure to financial services providers.
Key indicators to be achieved are as follows:
— at the output indicator level: 2 000 MSMEs, 30 % of which are led by women, have signed a contract for the use of innovative financial services offered on a sustainable basis by partner institutions of the project;
— at the module indicator level: two thirds of the 1 000 MSMEs surveyed (30 % of which are led by women) agree ‘largely’ or ‘completely’ that the access to formal financial services promoted by the project has enabled them to increase the efficiency of their company.
Other requirements include the following:
— The contractor must ensure that synergies with other financial systems development activities of the programme are identified and, where appropriate, exploited. The contractor must also analyse how the areas of action above can contribute to the implementation of the Ghanaian National Financial Inclusion and Development Strategy (2019).
— Although not a primary focus of implementation, the contractor must also identify areas of synergy with other GIZ interventions in the area of Sustainable Economic Development, during implementation (particularly the outputs on vocational training, migration and the pending digital centre), particularly relating to direct support activities to MSMEs. It is also expected that synergies will exist with other GIZ projects, such as the Digital Centre and the Make IT Project.
— The contractor should also advise partner FSPs on how environmental and climate protection-specific criteria can be integrated into the selection of eligible MSMEs. Equal rights must be ensured for activities at both customer and institutional levels.
Major deliverables:
— the selection of partner financial services providers;
— the development and testing of financial products and services for MSMEs.
