Beschreibung der Beschaffung
The presently tendered assignment covers a first phases from February 2021 to June 2021. As an option, a second phase will follow in July 2021, dependant on the order commission of the ultimate party BMZ.
The overall objective is to install up to 10 mini-grids for Ethiopia with an equal spread in Tigray, Amhara, Oromia and the Southern Nations, Nationalities and Peoples' Region, SNNPR. The size of the mini-grids should reach 100 kWp installed capacity on average. There should be an all weather road and the sites must have a potential to develop productive use of energy (for economic sustainability).
From a starting point of view, each mini-grid should supply a number of productive users, (anchor loads and social institutions), and domestic customers with tier 3 electricity. The anchor, businesses and community, ABC, model.
Sites are currently being shortlisted by a working group of the GIZ/EnDev and the regional energy bureaus.
On each site, the GIZ/EnDev and the local government partners will establish working groups for dialog, cooperative formation, solve issues on right of way, development of productive use of energy and, etc. The consultant should, with due focus on the recommendations from the working groups, focus on the technical issues and solutions.
Parallel to the technical development of the mini-grids (described in this project), other consultants are developing a conducive framework for upscaling.
Description of the procurement:
Tasks to be performed within the presenty tendered assignment will cover interventions and deliverables for technical development and design of up to 10 mini-grids from the inception phase, planning of own activities for implementation of the ToR, site visits, data collection for load forecast and design and lay out of the mini-grids, and technical documents like Bill of Quantity, BoQ and, etc. ready for the GIZ/EnDev to tender procurement and installation of the mini-grids (power plant, grid and indoor installations).
The projects are cost share projects. The GIZ/EnDev will fund and deliver the technical assistance and the power plants. The regional governments will fund and deliver the grids. The customers will pay for their own in-door installations, and the customers interests should be handled by the cooperative (and or the village working group and the regional government). The GIZ/EnDev and the regional governments will prepare their own documents needed for their own procurement procedures. It is expected that the procurement of the mini-grids will be tendered in lots for each of the four regions (Tigray, Amhara, Oromia and SNNPR).
The consulting firm shall provide a pool of short term international and national experts for:
— load forecast, design and lay out of (including GPS coordinates) grid, power plant and a moduled solutions for indoor installations, electricity meters and billing system;
— all technical documents required for the GIZ/EnDev to tender, procure and install the mini-grids (power plant, grid and indoor installations (including electricity meeters));
— implement Social and Environmental Impact Assessments. Special focus on gender issues;
— list and describe suggestions for productive use of energy;
— draft a management, business and maintenance plan, including predicted costs, for the mini-grid (cost reflective and economic sustainable for more than 10 years);
— do a survey in each region to identify local companies able to perform third party maintenance on mini-grids
— capacity development of relevant governement staff on two step tender procedures enabling them to duplicate a transparent procurement process, and technical issues to consider.
The place of assignment is Ethiopia with travel to sites and ‘home country’ (mobile work).
