On behalf of the Federal Ministry for economic cooperation and development (BMZ), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project ‘Promotion of Economy and Employment in Rwanda’ with an integrated multi-level approach. The project aims at employment-intensive growth in selected value chains and capacity development of its key partners, for example Rwanda Development Board (RDB), the Ministry of Education as well as meso-level institutions such as Rwanda Polytechnic (RP), the National Institute of Statistics of Rwanda (NISR) and the Private Sector Federation (PSF). It focuses on increasing the market orientation and competitiveness of MSMEs and improving the interaction of different value creation stages in the value chains wood industry, tourism and hospitality and film industry. In addition, the project contributes to the improvement of the supply of qualified personnel for MSMEs and cooperatives by improving the technical and vocational education and training (TVET) system and offering short-term further training courses. The project is also supporting labour market interventions of the Rwandan Government by strengthening public employment service centers and the national labour market information system. digitalisation and the focus on vulnerable groups such as women and persons with disabilities are crosscutting efforts of all project activities.

Kurze Beschreibung:

In close coordination with the project, the contractor is responsible for achieving the module indicator 2, the output indicator 2.2 and for contributing to the module indicators 3 and 5 as described in the TOR.

The module objective indicator 2 is:

50 % of the 1 800 newly trained and further trained persons (30 % of them women) from 12 supported institutions are employed or self-employed within 6 months after the end of the measure.

Contribution of the contractor:

Base value: 0

Target value: 50 % of 1 800 trained are in employment

X % Newly trained

Y % Further training

Z % dual training (work place learning)

X, Y and Z are defined internally after the cut-off date (June 2021).

Module objective indicator 3 is:

The employment quality (increase in income, formalisation of the employment relationship, access to social and/or health insurance, improved occupational health and safety) of 4 000 employees in the supported cooperatives and MSMEs has improved.

Target value: 4 000

The employment quality of 500 further trained employees in the selected value chains in terms of occupational health and safety is improved.

Module objective indicator 5 is: 8 out of 10 decision-makers of key actors confirm that their human and institutional capacities to implement the VC approach have improved in line with their mandate.

Target value: 8 out of 10 decision-makers

Contribution of the contractor: 1 of 1 decision-makers (Rwanda Polytechnic).

The contractor is required to manage strategically the implementation of activities in order to achieve all objectives. The interventions shall be focused on selected economic sectors: tourism and hospitality, wood economy and the film sector with digitalisation as a crosscutting topic in all sectors. The support of sub-sectors of the selected economic sectors will be further detailed in the joint yearly planning process of the contractor and eco-emploi. The contractor shall additionally focus on increasing the share of women in employment and management positions, as well as on promoting the employment of persons with disabilities.

The contractor shall be required to adapt flexibly to possible changes of demands or needs from the partner and shall, in close collaboration with the module, react and adjust accordingly.

Beschreibung der Verlängerungen:

It is possible that additional funds will be provided for a follow-on phase of the project based on the criteria in the tender documents. This may require a contract extension or follow-on consultancy contract. This is optional and depends on the programme priorities and the budget availability.

In the above cases GIZ reserves the right to award contracts for additional services of this type within the framework of the basic project described in the terms of reference to the successful company in this tender by means of a negotiated procedure without prior call for competition.
