Since gaining independence in 1991, Uzbekistan has introduced multiple health reforms in the areas of health care, governance and financing in order to improve efficiency while ensuring fair access. Health care in the country has remained largely in public hands, but the buildings and medical infrastructure date predominantly from the Soviet Union era. Necessary repairs, for which there is often no personnel on site, are an additional burden on hospital budgets. Over the past 15 years, the Government of Uzbekistan has invested heavily in upgrading the health infrastructure, with a particular focus on the nationwide network of emergency care facilities. Modern medical devices are being acquired for imaging procedures and minimally invasive surgical procedures.
The health reform for 2019-2029 demands a new concept of public health care development in which training and continuous education based on international quality standards are important goals. In the area of pre and postgraduate education, Continuous Medical Education (CME) is being introduced to enable a more efficient and professional use of modern medical equipment. In the technical field, the switch from reactive maintenance to secure and cost-effective health technology management (HTM) is another priority in the reform efforts.
The GIZ project ‘Management of advanced medical technology in Uzbekistan’ aims to improve the quality of medical and technical services in the use and management of advanced medical technology in Uzbekistan. The project focuses on systematizing the training and continuing education of medical and technical personnel based on international quality standards. Relevant stakeholders include the Ministry of Health and its downstream agencies which are responsible for pre- and in-service training of medical staff.
The measure has four outputs that aim at an improvement of the health situation of Uzbekistan's population, above all in the populous and high-fertility pilot regions, namely Tashkent, Samarkand, the Fergana Valley and the Republic of Karakalpakstan.

Output 1 aims to adapt the pre-service education of medical personnel in the use of advanced medical technology to international quality standards.
Output 2 aims to update standards for postgraduate training in the use of advanced medical technology in order to improve the quality of the medical and technical services in the public health system.
Output 3 aims to create prerequisites for the use of guidelines on supporting health technology management (HTM) by supporting the development of an HTM system and provide appropriate training courses.
Output 4 aims to improve selected Covid-19-related competencies and skills of medical staff.
The tendered activities will contribute to the outputs 1 and 2.
The following medical specializations must be covered: endo-surgery, endo-gynaecology, neonatology, paediatric surgery, emergency medicine/intensive care, and diagnostic/medical imaging.
The overall duration of the GIZ measure is 4 years (April 2019 to March 2023) with a total value of EUR 8 000 000.
Tasks of the contractor:
The contractor is requested to deliver services through 3 work packages:
Work package 1: Advisory and supporting services to Tashkent Medical Academy (TMA) and Medical Institute of Republic of Karakalpakstan (MIRK) in the assessment and revision of selected bachelor and master curricula and the review and/or development of guidelines (standard operation procedures, SOP) based on international standards (output 1).
Work package 2: Conduct a capacity/training needs assessment for medical personnel (post-graduate in-service training of medical doctors, nurses and medical technicians) in the utilisation of advanced medical technology (output 2).
Work package 3: Advisory and supporting services to partner institutions in the revision of curricula and guidelines/SOPs based on international standards (output 2).
Piloting and (partly) implementation of the revised curricula, programmes and guidelines is also part of the tendered project.
The contractor shall complete these tasks with a team of nine international experts (short-term) and one national experts (short-term).

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1) The applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected;
2) Complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice;
3) Complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids;
4) More than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
