Dear Sir/Madam,
The German Federal Ministry for Economic Cooperation and Development (BMZ) in cooperation with the Norwegian Agency for Development Cooperation (NORAD), the European Union (EU) and other co-financers has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the "Employment and Skills for Development in Africa" (E4D) program in Tanzania.
The overall program objective is to improve the economic situation of job seekers, employees and enterprises in Tanzania in cooperation with the public and private sector. The program operates in six countries: Ghana, Uganda, Kenya, Tanzania, Mozambique, and South Africa. It offers skills development projects (including work readiness/ soft skills) and supports small and medium enterprises (SMEs) to improve their competitiveness, expand business and create linkages to international value chains. The program uses GIZ"s integrated approach to employment creation which consists of three pillars: skills development, enterprise development and matching labour demand and supply.
Within this context, E4D seeks to commission a consultancy or consortium of firms to implement a measure under its enterprise development pillar referred to as Building Capacities of Small and Medium Enterprises to increase their turnover by successfully engaging in tenders. This measure aims to ensure that local companies are able to benefit from international investments by capacitating the Tanzanian private sector to compete and win (international) tenders. This shall be achieved by increasing HSE standards & practices and bid management capacities in selected Tanzanian enterprises to an internationally recognised level.
This measure shall involve training 300 local companies in bid management and HSE, out of these 240 shall receive post training coaching to improve systems within their companies. Each one of the participating companies shall send two representatives to the combined Bid Management and HSE training so that overall at least 600 beneficiaries will have been fully trained. The project duration shall be 18 months, it will be implemented in four (4) regions in namely, Dar es Salaam, Tanga, Dodoma and Geita.
The assignment has been designed with four major outputs. The successful contractor shall be responsible for 100% fulfilment of all outputs namely;
Output indicator 1: 300 companies (each 2people) have concluded training in HSE standards and bid management practices.
Output indicator 2: 240 companies received follow-up coaching and mentoring measures.
Output indicator 3: 240 companies improved their business practices based on the trainings they received.
Output indicator 4: 80% of beneficiary SME confirm their satisfaction with the trainings and coaching measures (e.g through rating the measures as "very helpful" or "helpful" on a 4-point scale)
Output indicator 5: At least 50% of trained SME have newly engaged in tender processes, thereof 25% of the SMEs won tenders.
Apart from conducting training, the contractor shall come up with a sustainability strategy. In this regard is required to design, present and implement measures that promote scaling-up of the trainings and coachings following GIZ Capacity WORKS standards. The strategy should demonstrate how the contractor would work with Tanzanian partners and existing structures to ensure that the project activities are sustainably anchored in the national system once the contract period comes to an end. This would include measures to engage more companies to use the developed training material for Bid Management and HSE trainings in the future as well as the post-training coaching concept. Also, the use of digital means has to be a strategy to reach more companies in the future without distorting quality of the training.
In addition, the contractor shall collect baseline data and later midline data to evaluate training impact to companies and if necessary, review the training. S/he shall also collect endline data at company level for the trained and coached enterprises four months after the last trainings and coachings have been concluded (month 18).
The contractor shall also describe the relevant actors for the service and their interactions. In particular, the anticipated cooperation with different institutions and organisations playing a key role for SME development in Tanzania. Also, cooperation with agencies of the Government of Tanzania, important industry partners of relevant sectors and other large companies on needs and potentials for tenders for SMEs should be detailed.
The contractor shall avail a project team leader for the entire duration of the project, an international short-term expert working from home to support preparation of training manuals and digital materials, sustainability strategy, M&E tools, etc. There will be three long term national experts who will be capacitated by the contractor to support the team leader in delivering trainings and follow up coaching to companies. They will also provide any additional hands-on support after service delivery has been complied with before the closure of the contract according to the agreed terms of the contractual arrangement.
