The textile and garment industry, with its large clusters in the Punjab, is Pakistan's most important manufacturing sector. In 2017 it accounted for about 60 % of export earnings and 8.5 % of GDP and its share of industrial labour force was around 40 %. In addition, there is the production of leather, leather garments and footwear, other branches of the fashion industry. Textile processing consumes large amounts of water, chemicals, and energy. The textile industry is responsible for about 16 % of industrial wastewater pollution and 25 % of industrial water consumption. In the garment industry, the minimisation and disposal of solid waste is a challenge. There is little control over compliance with the already weak environmental legislation. To enable more resource-efficient production processes, sustainable management of water and energy resources and the recycling of textile waste, high investments are required in some cases. The working conditions in the sector are dominated by poor workplace safety, low wages, as well as a lack of co-determination at company level and a lack of dialogue between trade unions, employers' associations, and state institutions.
The textile industry plays a key role in modernisation processes and in the transition to an industrial society. It is here that essential entrepreneurial and management skills are developed, which form the basis for diversification of the economy, increase in value added and competitiveness through efficiency gains and technological progress associated with industrialisation.
The German Federal Ministry of Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the project ‘Improvement of Labour and Environmental Standards in Pakistan's Textile Industry’ (TextILES), specifically for Pakistan. The project focuses to improve the cooperation between public and private actors, so they can increase their capacities for supply of business services and develop approaches to synergise the economic, ecological, and social dimension of sustainability in the production of the textile and fashion industry.
The project supports private sector actors (selected producers in the Fashion Industry in Punjab (textile, garments, leathers, shoes, sports, and other subsectors), promoting and facilitating dialogue and exchange among multiple stakeholders, knowledge sharing and mutual learning from strategic to executions levels, with capacity development measures to link improvements in the area of labour standards with progresses in production processes, and, by this, to indirectly contribute to sustainable growth.
The implementing partner of the project is the Federal Ministry of Commerce (MoC) Government of Pakistan.
TextILES has four main outputs
In Output 1, cooperation between public and private sector groups of actors and cooperation within these groups will be improved to promote social, ecological, and economic sustainability in production in the textile and fashion industry. Assumption is that cooperation between the private and public sector is recognised by all stakeholders as a means of promoting sustainable production.
The measures in Output 2 aim to strengthen the capacities of state actors responsible for compliance with labour and environmental legislation in the industry. Assumption is that the role of state actors in shaping conducive framework conditions beyond subsidies and at the same time in consistently monitoring compliance with legal requirements (e.g., labour rights) is acknowledged.
The objective of Output 3 is to increase the supply of business services to strengthen sustainable production. This includes consultancy services for the adaptation of business models, for the development of innovative products, for the introduction of new technologies and for change management along social, ecological, and economic criteria. Assumption is that investments in such change processes are worthwhile from a business perspective and that companies have access to appropriate financing instruments.
The objective of Output 4 is: Employment and employability, especially of returning migrants, have increased/improved by the systematic use of sustainable production practices. This tender is focusing on Output 4 only.
The ‘TextILES’ project intends to increase employment and to improve employability of existing work force in the textile sector. In Pakistani textile industries, HR mechanism and department is weak. Most of the HR department lack the proper HR policy and strategy which is in line with personnel development strategy company's key performance indicators (KPIs). Employees think of HR department as a representative of employers rather than the facilitator which keeps un-necessary friction between HR department and employees.
Under this assignment, GIZ TextILES want to implement advanced HR strategies with 20 partner enterprises. This will ultimately result in an increase in employment for new workforce and improve the employability of the existing workforce.
Major activities to be performed:
— development of advanced HR Models and HR Strategies for 20 partner textile enterprises;
— development of HR reference manual for implementation of advance HR Models and Strategies for textile enterprises in general;
— development of formal work contracts for informal workforce for 20 partner textile enterprises;
— assess causes of worker's turnover and develop a detailed action plan to improve the turnover situation in 20 partner textile enterprises;
— assess training facilities at 20 partner enterprises and develop a training and development plan for their improvements;
— planning and moderation of two study tours to Sri Lanka.
Target group:
Owners and staff of all hierarchies of 20 partner textile enterprises located in different parts of the Punjab province of Pakistan. The enterprises are from SMEs to large scale textile enterprises.
