Project Description:
The project "Private Sector Development and Innovation" (PSI) aims to improve the conditions for innovation in the Egyptian manufacturing sector. It is part of a wider programme "Private Sector Promotion" of the German Development Cooperation in Egypt.
The project consists of four outputs: 1) Strengthen cooperation between public agencies and business associations and institutions to promote innovation; 2) Establish new and improved services for product and process innovations in the market; 3) Improve cooperation between enterprises towards integration into national and international supply chains; 4) Develop innovative financial services for the formal and informal sectors.
The lead agency is the Ministry of Trade and Industry (MTI). Further partners for implementation include the Micro, Small and Medium Enterprises Development Agency (MSMEDA), industrial park administrations, the Industrial Modernization Center (IMC), technology centers, business associations, and more.
This assignment contributes to outputs 1 and 3 and primarily addresses the Egyptian business community directly.
Scope of the Assignment:
With the requested consultancy service, the business community of three selected manufacturing sectors - food processing, chemicals, and mechanical and electrical engineering - will be supported in developing strategies and actions for a medium- to long-term orientation (until 2025 and beyond).
In a participatory process over a period of 18 months, the contractor will support businesses and associations from relevant manufacturing industries in drawing up strategies and concrete action plans with the goal to better position themselves in national and international markets, integrate into supply chains, develop concepts for modernisation based on market expectations, develop new capacities, and more. The strategic support is expected to result primarily in direct business action that responds to the identified sectoral challenges. In addition, the contractor shall develop recommendations for and provide targeted advice to public institutions and business promotion agencies.
The contractor is responsible for supplying 3 main work packages which are tightly connected.
Work package 1: Deep Dive into Challenges and Opportunities of Manufacturing Industries, Development of Strategies for the Private Sector
Following a review of available sectoral studies and development strategies, the contractor will establish a dialogue with the business community, that is, entrepreneurs, senior managers and executives of businesses and sectoral associations for each of three sub-sectors. The format is supposed to capture views about the future orientation of business opportunities in the manufacturing industries and consequences of the modernisation and adjustment of technical and organisational processes. It is also crucial to explore for each sector the main constraints and opportunities in value chains among the sector and reflect linkages and interdependencies within the supply chain. The contractor will draft strategies which the private sector may use for their strategic positioning in the market, supply chain or investment/ modernisation plans. The strategies should be clear, concise and written "in the business perspective".
Work package 2: Development of action & modernization plans for manufacturing industries
In work package 2, the contractor develops an action & modernization plan with a medium-term perspective (5 years) for each sector (in total 3 plans). The plans shall entail concrete responsibilities and actions for businesses, business associations, and other service providers for the manufacturing industries.
The plans are derived from already existing sectoral strategies and studies and the results of work package 1. The plans must include actions on strengthened cooperation within and across sectors, innovation and modernisation of the manufacturing industries including service providers, improvement of the specific business environment. In addition, the contractor will develop recommendations for international donor support to be presented and discussed with MTI and selected international donors and implementing organizations
Work package 3: Targeted advice to public institutions and public-private dialogue
Work package 3 includes targeted capacity building measures for senior and high-level members of MTI, MSMEDA and other business promotion agencies under MTI as well as business associations (e.g. chambers and export councils). The objective of this work package is to generate a pragmatic and evidence-based understanding of the current and future situation in the manufacturing industries among these stakeholders with a view to adjust current promotion policies and strategies accordingly. In addition, concrete recommendations are to stimulate the policy advisory role of the business associations and to mainstream the process of policy making across all relevant public stakeholders, especially MTI.
