The German Federal Ministry for Economic Cooperation and Development in cooperation with other co-financers has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the "Employment and Skills for Development in Africa" (E4D) program in Tanzania. E4D"s core objective is to promote sustainable employment, higher income and better working conditions as well as to strengthen business capacities of local companies. It operates through a range of public-private collaborations in sectors with high employment potential.

The measure aims to improve the employability and the economic situation of young Tanzanians (men and women) through the provision of demand-driven skills development and matching services in cooperation with the private sector.

Kurze Beschreibung:

E4D seeks to commission a consultancy/consortium of firms to implement a measure under its skills development pillar co-funded by KOICA. The measure aims to improve the employability and the economic situation of young Tanzanians (men and women) through the provision of demand-driven skills development and matching services in cooperation with the private sector.

The measure is targeting 4.000 young people from vulnerable backgrounds who will be trained at the VETA Centres in Dodoma, Lindi and Manyara and it is expected that as a result, at least 1.500 beneficiaries receive an employment opportunity or increase their income by at least 10%.

The measure includes the following work packages:

Work package 1: Curricula Development

This work package is centred around the development of curricula for TVET short courses in welding, industrial plumbing and industrial mechanics with an emphasis on the teaching of practical skills. While the courses will be developed, tested, approved and ultimately taught at the pre-selected VETA Centres in Dodoma, Lindi and Manyara, a participatory development process that involves additional partners is expected. The determination of the specific thematic and technical orientation as well as the configuration of the courses is part of this work package and will need to be undertaken in the first months of this assignment.

Work package 2: Testing and implementation of short courses

Work package 2 is focused on the implementation of the three short-courses and includes elements of teacher training, the introduction of new training materials, trainee mobilisation as well as the provision of classroom and workshop training. Furthermore, the contractor will manage funds provided by GIZ to cover training fees and housing for trainees from vulnerable backgrounds pursuing the short courses. The contractor will be expected to manage and distribute the funds to the training institutions to support the beneficiaries enrolled.

Work Package 3: Strengthening work-based learning

Work package 3 includes measures relating to the provision of work-based learning opportunities and career advisory services. The strengthening of career service delivery is the basis for implementing the following key activities as part of

Work Package 3.

Work Package 4: Public-Private Dialogues

Work Package 4 focuses on the establishment of suitable, regular cooperation events between public and private sector stakeholders with the objective of improving training delivery and the transition from training to employment.
