The TVET System Reform (TSR 2.0) project supports the Indonesian government in implementing its Technical and Vocational Education and Training (TVET) reform agenda, which will transform the TVET system in Indonesia from being supply-oriented to a demand-oriented system. The TSR 2.0 project consists of 2 fields of activities:
1) At national level the aim is to develop the capacities of the newly established National TVET Committee in its function to coordinate the implementation of the National TVET Strategy by the respective line-ministries; and 2) At sub-national level the objective is to support the private sector representative organisation (KADIN/Indonesian Chamber of Commerce and Industry) in its role to promote work-based learning (internship/apprenticeship) in coordination with sub-national structures (provincial KADIN offices, public education offices and other business member organisations).
To help facilitate this GIZ is looking for an experienced part-time international team leader (90 expert days) and qualified pool of national short-term experts with a total of up to 900 expert days in the timeframe from the award of the contract until 30 June 2024.

The TVET System Reform (TSR 2.0) project supports the Indonesian government in implementing its Technical and Vocational Education and Training (TVET) reform agenda, which will reorient the TVET system in Indonesia from being supply-oriented to a demand-oriented system. The TSR 2.0 project consists of two fields of activities. Firstly, at national level the aim is to develop the capacities of the newly established National TVET Committee in its function to coordinate the implementation of the National TVET Strategy by the respective line-ministries. Secondly, at sub-national level, the objective is to support the private sector, represented by the Indonesian Chamber of Commerce and Industry (KADIN) in its role to promote work-based learning (internship/apprenticeship) in coordination with sub-national structures (provincial KADIN offices, public education offices and other business member organisations).

The contractor provides a pool of national short-term experts for consulting services for different fields of action described in the TOR to support activities, which contribute to selected outputs and indicators of the project.

The overall objective for the contractor is to support the Coordinating Ministry for Economic Affairs as the main counterpart as well as the Coordinating Ministry for Human Development and Culture, the Ministry of National Development Planning / National Development Planning Agency and the Indonesian Chamber of Commerce and Industry as the main stakeholders as well as other relevant stakeholders through technical expertise in the following fields:

- Regulatory TVET framework and policy reform

- Public-private dialogue in TVET

- Strengthening the role of the private sector in TVET governance

- Work-based learning (e.g. In-Company Trainer)

- Organisational development of Business Member Organisations

- Quality assurance systems for TVET (competency standards, delivery, certification)

- Setup of web- and database systems

The offer must be made using the forms provided by GIZ:

1) Trading name and address, beneficial owner(s), commercial register number, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.

2) Extract from the commercial register or equivalent evidence/proof (not older than six months).

3) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply.

4) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove the eligibility, he must prove by submitting a declaration of commitment that the corresponding capacities are available to him for the execution of the contract and that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB) apply to the other company.

5) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year).

2) Declaration on the average number of employees and managers for the past three calender years.

3) Evidence of creditworthiness may be requested from the bidder/bidding consortium who is to be awarded the contract after submission of the bid. The date of the evidence of creditworthiness must be no older than three months.

Mindeststandards:

1) Average annual turnover for the last three financial years: at least 750,000 (seven-hundred-fifty-thousand) EUR

2) Average number of employees and managers for the past three calendar years at least 5 persons.

Technische und berufliche Fähigkeiten:

It is necessary to provide minimum 2 reference projects in the technical field "TVET policy/system reform" and at least 1 reference project must be in Indonesia, each of them in the last three years

Mindeststandards:

1) The technical assessment is only based on reference projects with a minimum commission value of 150,000 (one hundred fifty thousand) EUR in the last three years.

2) The minimum requirements forsee at least 2 reference projects in the technical field "TVET policy/system reform" and at least 1 reference project must be in Indonesia, each of them in the last three years with a minimum commission value of 150,000 EUR.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
