Kurze Beschreibung:

Indivumed's goal is to decipher cancer diseases in order to develop new active agents and diagnostic procedures for targeted ("personalized") cancer therapy. In this respect, Indivumed is fundamentally different from other biotechnology and biopharmaceutical companies, as it has a unique development platform that has been systematically built up over the past 15 years. Thanks to the rapid development of cost-effective and highly sensitive tissue analysis methods in combination with complex computer technologies (cloud solutions) and data analysis methods (e.g. artificial intelligence), Indivumed is now able to use its existing sample bank and clinical network for AI-assisted drug development.

This project will generate a unique platform for rapid and efficient therapeutic target discovery with an aim to driving therapeutic development programs. This platform combines Indivumed's established clinical network, AI-driven oncology analytics, and state-of-the-art disease models for therapeutic target validation to develop new drugs in the shortest possible time.

The applicants need to prove knowledge and experience (or ongoing cooperations) regarding:

1. Generation of organoids or equally complex cellular models

Cryopreserved tissue samples from up to 10 selected entities (CRC, NSCLC, breast cancer, gastric cancer, liver cancer, kidney cancer, ovary cancer, prostate cancer, bladder cancer, pancreatic cancer) will be provided as source material for complex cellular model generation. These cohorts will be extended with up to 3 types of tissue that have been neoadjuvantly treated. Optimized protocols, complex media and matrix compositions for the needs of each entity should be considered to achieve the highest success ratio for cellular model generation.

2. Genetic manipulation of organoids or equally complex cellular models

After generation of the patient derived models, siRNA/shRNA mediated reduction of specific (yet to be defined) gene targets is planned. Experimental set-up should be designed to deal with multiple targets in several disease models in parallel, including appropriate controls and phenotypic readouts.

Regarding the legal aspects, Indivumed requires full and unrestricted scientific and commercial freedom to operate with regard to all generated organoids and results of their respective genetic manipulation, including to their licensing and/or sale to third parties. The applicant should provide overview about own patents or possibly touched patents of other companies.

Further explanations of the points mentioned there are described in detail in the specifications. The specifications and further procurement documents (also the contract) will be issued after the conclusion of the prior competition, but only if the applicant has submitted the Non-Disclosure Agreement (see Application Forms) with his/her application.

Beschreibung der Optionen:

Pursuant to § 14 Para. 4 no. 5, no. 9 VgV (Procurement Ordinance - Vergabeverordnung), the right is reserved to award the repetition of similar services and deliveries corresponding to the basic project in a negotiated procedure without a competitive tender under the same conditions as the basic contract.

Documents submitted must still be valid; where up-to-date requirements are made, the date refers to the date of publication of this notice (see section VI.5). Applicants must submit the following documents or documents with their application:

PL1. Self-declaration regarding exclusion criteria (sec. 123, 124 GWB). The form in the application documents shall be used.

PL2. A short description of the company historical background, describing experiences with projects similar to those presented here (self-declaration, see checklist in application documents).

PL3. Self-declaration of the existence of liability insurance customary in the industry or declaration that such insurance will be concluded in the event of a contract being awarded. The form in the application documents shall be used.

In the case of candidate consortia, the requirements PL1 and PL2 set out here apply accordingly to each individual member of the candidate consortia.

Indivumed reserves the right to request further self-declarations and certificates for bidders selected at the end of the competition and any subcontractors with the submission of the tender separate request.

Self-declaration concerning the economic and financial capabilities of the applicant, in particular statement of specific turnover (specific turnover/ comparable sales means the generation or genetic manipulation (siRNA) of organoids or equally complex cellular models) of the applicant of the last 3 financial years. The form in the application documents shall be used.

In the case of candidate consortia, the requirements set out here apply accordingly to each individual member of the candidate consortia.

If, for a valid reason, an applicant is unable to provide the required proof, he may demonstrate his capacity by presenting other supporting documents deemed appropriate by Indivumed. Indivumed reserves the right to request further self-declarations and certificates for bidders selected at the end of the competition and any subcontractors with the submission of the tender separate request.

Technische und berufliche Fähigkeiten:

TL1. Self-declaration on the annual resources of the employees (breakdown commercial, technical, other) in the last 3 years. If the applicant does not yet exist for 3 years, the relevant information for the period of existence shall be provided. The form in the application documents shall be used.

TL2. Experience as a company in projects of similar characteristics in the last 5 years (references). Similar are projects with the scope listed in section II.2.4) and following expertise in generation or genetic manipulation (siRNA) of organoids or equally complex cellular models.

The form in the application documents shall be used. Please do not hand in more than five projects. Please sort the references according to their relevance.

The reference projects may have been started, implemented or completed within the last 5 years. In the case of candidate consortia, corresponding information may be provided for the candidate consortia as a whole.

Mindeststandards:

1. Regarding TL2: At least three completed reference projects from the past five years must be submitted.

2. Regarding TL2: Applicants must achieve at least 50% of the points (500 points) according to section II.2.9 (minimum requirement).

After verification of the information and documents to be submitted in accordance with section III.1.1 regarding grounds for exclusion and professional competence (declarations PL1 to PL3), and after determination of the economic capacity in accordance with section III.1.2 (declarations WL1 and WL2), only the technical and professional capacity shall be decisive for the evaluation of the suitability. This will be assessed exclusively on the basis of the references (TL2) to be submitted in accordance with section III.1.3 of this announcement, provided that the minimum requirements are met. A maximum total of 1,000 points can be achieved here.

The assessment of ability and expertise is based on a relative comparison of the applicants on the basis of the following grading scale. Per statement/evidence are multiplied by the respective weighting factor achieved. The scores determined in this way are then added together.

- 100 % = very good: Applicant is well above average with regard to the suitability criterion in view of the field of applicants,

- 80 % = good: Applicant is well above average in terms of the suitability criterion with regard to the field of applicants,

- 60 % = fully satisfactory: Applicant is in the upper average range with regard to the suitability criterion in view of the field of applicants,

- 40 % = satisfactory: applicant is in the lower average range with regard to the suitability criterion,

- 20 % = sufficient: Applicant is only below average with regard to the suitability criterion in view of the field of applicants.

In the range between 0% and 100%, intermediate values (10%, 30%, 50%, 70%, 90%) can be formed to take into account a tendency towards the higher grade level in each case, which are assigned textually to the respective grade level with the even percentage number below. An evaluation of the references (TL2) with 0% would correspond to a complete non-fulfillment of the respective suitability criterion, which would result in the exclusion of the application.

The overall evaluation is made per request to participate by multiplying the score for each suitability criterion by the respective weighting factor and then adding it up.

Applicants must achieve at least 50% of the points (500 points) according to this section II.2.9 (minimum requirement).

These are selection criteria, not award criteria.

2) Questions concerning the requirements of this notice and the application documents should be addressed to Indivumed via the awarding platform immediately, but no later than 14 February 2022. Indivumed reserves the right not to answer questions received later.

3) Most of the procurement documents (tender specifications, contracts, etc.) will only be issued to the selected tenderers after the end of the competitive tendering, who have submitted their requests to participate with a completed and signed confidentiality agreement.

4) The sole purpose of the information contained in this notice is to give interested parties an impression and to enable a decision on whether to participate in the procedure. Deviations and specifications within the framework of the negotiations are reserved.

5) Requests to participate must be transmitted electronically to the body designated in section I.3 via the awarding platform. Until the application deadline expires, requests to participate are encrypted so that the contracting authority has no access to them. However, the tenderer is free to edit and re-upload his request to participate within the deadline.

6) The contracting authority reserves the right to request a follow up for incomplete or missing documents in the requests to participate at short notice.

7) The contracting authority reserves the right to cancel the procedure on objective grounds. Claims of the applicants and tenderers for compensation are - as far as legally permissible - excluded. By downloading the application documents, the applicant agrees to this.

8) Regarding section IV.2.3: After receipt of the requests to participate and their evaluation, the selected applicants are expected to receive the procurement documents with an invitation to the negotiations by 07 March 2022. It is intended that the initial bids are to be submitted by 08 April 2022. The negotiations are expected to take place in week 17/2022. The negotiations will take place in Hamburg - or depending on the current pandemic situation - as a video conference.

9) By submitting the application, the applicant undertakes to treat all documents sent to it, if any, as confidential and to maintain the secrecy of the competition in all other respects; this also applies with regard to the respective offer. Indivumed, for its part, will use documents of the applicants only for the purposes of the procedure.

10) Applicants must submit the confidentiality declaration included in the application documents with their application.

11) Candidate consortia must submit, with their request to participate, a legally binding declaration according to the application documents signed by all members and must comply with the requirements stated therein.

12) The tender is based on subsidies from the European Regional Development Fund (ERDF).
