This tender contains a binding scope of seven on- and offshore connections with 525 kV HVDC power cables on basis of EPCI-contracts. The four offshore and three onshore projects are divided into three lots (1 - 3) containing an overall binding volume of 3.536 km core cable length. Additionally the contracting Entity is awarding a lot (Lot 7) with optional volume for future projects with an expected volume of 900 km core cable length and a maximum volume of 2.700 km core cable length.
The complete scope of Works is included in the (individual) lots 1, 2 and 3 (commitment to purchase by the Contracting Entity) and lot 7 (no commitment to call-off by the Contracting Entity). In respect of lots 1-6 the bidder may bid on all lots, but may only receive one award. In respect of lot 7 no restrictions. Hence a bidder can receive a total of two awards in this tender. In case the bidder has submitted the most economic bid for several lots, the Contracting Entity will generally choose the most economic solution. Details will be provided in the Invitation to Tender. For the onshore project permanent civil works is excluded of the scope.

1. Project SOL+ with approx. 440km (core cable lengths), onshore project, foreseen commissioning year: 2030

2. Project OST-2-4 with approx. 330km (core cable lengths), offshore project, foreseen commissioning year: 2030

3. Project Bornholm Energy Island with approx. 585km (core cable lengths, 585km are only the 50Hertz share of that interconnector project) - offshore project, foreseen commissioning year: Indicative 2030

In total this lot contains approx. 1.355 km core cable length. Up to 15 % of additional volume should be considered for possible additional works.

Kurze Beschreibung:

Production, Transport and Installation of HVDC electrical grid connection systems. It can be onshore and offshore projects. For the onshore projects permanent civil works is excluded of the scope.

Expected call off volume is 900km (core cable length) and the maximum call-off volume of core cable km will be 2.700km. However, no commitment to call-off is given by Employer, This lot is only for optional volume and functions as a framework agreement.

The top four bidders will be awarded with a framework agreement. The call-offs will be placed with the first-ranked bidder. In case the first ranked bidder rejects the call-off within four weeks, the call-off will be placed with the second-ranked bidder. In case the second-ranked bidder rejects the call-off within four weeks, the call-off will be placed with third-ranked bidder. In case the third-ranked bidder rejects the call-off within four weeks, the call-off will be placed with the fourth-ranked bidder unless he rejects the call-off within four weeks.

In addition to VI.3.6) in case that the optional project is an interconnector project, the calling-off party may also be the project partner according to the further conditions set-out in the contract.

(1a) Provide a reference project showing experience of Engineering and Production for a HVDC (>= 320 kV) onshore cable for a >50 km route within the last 5 years.

(1b) Provide a reference project showing experience of Engineering and Production for a HVDC (>= 320 kV) offshore cable for a >60 km route within the last 5 years

Both references (1a) and (1b) should show information on

• Technical solutions & concepts/ cable design

• Type test process

• Manufacturing & quality measures

(2) Reference for Installation (Minimum Criterion)

(2a) Provide a reference project showing experience of Engineering, Installation, Jointing and Commissioning for a High Voltage (>150 kV) onshore cable for >50 km route within the last 5 years.

(2b) Provide a reference project showing experience of Engineering, Installation, Jointing and Commissioning for a High Voltage (>150 kV) offshore cable for >10 km nearshore & >40 km farshore methodologies incl. land transition joint and an offshore platform pull-in and termination within the last 5 years?

("nearshore" <10 m water depth and „farshore“ >10 m water depth)

(3) Provision of copies of certificates of the following valid ISO certified management systems (Minimum Criterion):

- ISO 9001 or equivalent

- ISO 14001 or equivalent

The application for review proceedings before the public procurement tribunal is inadmissible if:

1) The applicant became aware of the claimed violation of public procurement provisions before filing the application for review, but did not complain to the contracting entity within a time limit of 10 calendar days; the expiry of the time limit under § 134 (2) GWB remains unaffected;

2) Violations of public procurement provisions which become apparent from the tender notice are not notified to the contracting entity by the end of the time limit for the application or the submission of a tender specified in the notice;

3) Violations of public procurement provisions which only become apparent from the procurement documents are not notified to the contracting entity by the end of the time limit for the application or the submission of a tender specified in the notice;

4) More than 15 calendar days have expired since receipt of notification from the contracting entity that it is unwilling to redress the objection.

Sentence 1 shall not apply to an application under § 135 (1) No 2 GWB to have the contract declared ineffective. § 134(1) sentence 2 GWB shall remain unaffected.
