Growing economic activity, improved incomes and living conditions increased Morocco"s energy consumption, almost 90% of which was covered by fossil fuels, by 32% in the period from 2007 to 2017. In 2019, more than 90% of the fossil fuels were imported, which is a major contributing factor in the country"s trade deficit. High energy costs constitute a burden on both economic development and on the state budget. Industry, buildings, street lighting, agriculture and the transport sector are the five sectors with the highest energy consumption. The industrial sector represents for 22% of the energy consumed in Morocco, while buildings - including air-conditioning and heating, lighting, office and household appliances - account for 34% of national energy consumption. Street lighting consumes around 13% of Morocco"s electrical energy while offering potential savings of approx. 40%. During recent years Moroccan energy policy has paid more attention to the promotion of Energy Efficiency (EE) and Renewable Energy (RE). For example, the Moroccan Government raised the national target for reducing energy consumption to 20% from 2013 to 2030. It is now striving to increase the proportion of renewable energy to up to 52% of installed capacity by 2030. A reduction potential of 523.5 million t CO2 is to be reached in the period 2020 to 2030. The Moroccan Government has issued new decrees on mandatory energy audits, regulation of energy service providers and Minimum Energy Performance Standards (MEPS) in the context of the Law N°47-09 on energy efficiency. The Government has initiated reforms for achieving its goals. A new EE strategy has been published in 2021 and a framework for the "green transformation" of the Moroccan economy is under development. In 2019, the previously called "Ministry of Energy, Mines and Environment (now called Ministry of Energy Transition and Sustainable Development - MTEDD) established five national technical commissions on energy efficiency in buildings, industry, transport, agriculture and street lighting, thus launching the sectoral planning, steering and implementation of EE measures. Although the Moroccan Government"s will for change, coupled with reforms already initiated and experience with successfully implemented EE measures in Morocco, obstacles remain at different levels to ensure the good implementation of the EE strategy as well as normative, legal and regulatory requirements. In this framework, and for many years, Germany has been supporting the Moroccan government in shaping a sustainable energy system in Morocco. In this context, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Energy Efficiency in Morocco - PEEM" on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). PEEM implementation started in January 2021. It has a duration of 5 ½ years and aims to reduce energy consumption of buildings, industry and street lighting. The project is implemented at national level with a focus on the regions of Souss-Massa and Oriental. The target group are the public administrations responsible for operation of public buildings and street lighting, as well as those people in charge of the operation of private non-residential buildings and industrial sites. Additional target groups are businesses offering EE/RE-related services and products. This includes specialists involved in the planning, installation and maintenance of EE/RE systems (engineers, auditors, architects, technicians, etc.). The subject of this tender is to support the partners in improving energy efficiency of the building stock through: 1) implementation of energy efficiency measures and energy management systems in non-residential buildings (private) with objective of scaling-up, 2) analyses of policies, strategies and typologies of existing non-residential buildings to establish refurbishment principles.

This assignment contributes to the overall indicator of the PEEM project on reduction of energy consumption in 300 buildings as well as strengthening the institutional framework and capacity buildings through-out the sector. The contractor should build on previous measures, use experience, and create synergies with other development cooperation (DC) efforts. The Contractor is responsible for undertake the following activities to achieve the outputs described in the tender: 1) Implementation of EE measures in refurbishment of 40 non-residential buildings The objective is to carry out the implementation of the EE measures during the refurbishment of 40 non-residential buildings from the following sectors: Hotels, Hospitals, Shopping malls, Office buildings. The contractor will be in charge of selection of the buildings, energy audits of each building, developing EE action plans, following implementation of energy measures and evaluation of energy savings for each building. 2) Implementing Building Energy Management System The Contractor will develop an approach to assist building owners/managers in the process of introducing a Building Energy Management System from the definition of needs to enhanced operation of the system for 10 buildings. The Contractor will provide guidance to building owners/managers on how to measure energy performance ranging from developing and using energy performance indicators and energy baselines to identifying equipments and tools (building automation and control systems, metering, energy dashboards,...) required for proper monitoring of energy uses in the building. 3) Developing a strategy for EE refurbishment of existing non-residential buildings The objective is to carry out the preparatory work for the development of a strategy that integrates energy efficiency principles in the refurbishment of non-residential buildings in Morocco. Desk research will be performed on the practices for EE in existing buildings in EU countries and at least 3 countries within the region or with similar climatic conditions. A compartive analysis will be carried out with respect to the current status for Morocco to identify needs and gaps. The Contractor will propose a draft national strategy for refurbishment of existing non-residential buildings that will include a proposal for implementation of EE with policy options and the integration of principles and standards of energy efficient refurbishment of buildings into the existing legislation 4) Conduct research to develop building typologies for EE refurbishment of existing buildings The overall objective is to develop building typologies for non-residential buildings including mixed-use buildings (public and private) in the different climatic zones in Morocco. For this purpose, the Contractor will develop a methodology to analyse the national building stock to extract the building typologies. The criteria for definition of typical buildings will be analysed and described in detail. It is expected that the Contractor will conduct desk research and specific meetings/interviews with relevant key government institutions and NGOs for data collection on the building stock with respect to different categories of buildings and to gather information on typical buildings in the six climatic zones. A reference set of building types for each climatic zon will be prepared. 5) Developing simple energy performance simulation model A simple simulation model and tool for the assessment of service life energy performance and costs will be developed to assist building owners or managers in choices for refurbishments. The tool must enable the economical evaluation of energy efficiency measures with respect to the running costs related to the overall energy performance of the building. It must take into account the maintenance costs, the investment costs (initial, secondary etc.), the life span of building components/equipment involved. The simulation tool will be user friendly and available as a stand-alone tool in spreadsheets and as a web-based application. The Contractor will apply the simulation model developed to 2 buildings in each of the four identified sub-sectors for EE refurbishment to prepare the feasibility reports. A 2-days training workshop will be organised for public and private sector stakeholders to ensure dissemination and use of the simulation. 6) Awareness on EE in existing buildings through seminars and preparation of communication materials for non-residential sectors An information and communication concept on EE that can be adopted by relevant institutions for different non-residential sub-sectors will de developed. 4 regional seminars will be organised for awareness raising and dissemination of the results of the project during the lifetime of the project A set of materials will be prepared for awareness raising on EE in buildings with a focus on building operation and refurbishment. These include: - 4 sectoral guidelines dedicated to the Energy manager and Energy team on implementation of EE measures. - Drafting a brochure on financial support instruments in collaboration with financing institutions for building owners or property developers - Preparing 3 videos for social media targeting maintenance teams, managers and end-users For the implementation of these activities, the tenderer is required to provide 1 national team leader, 1 national expert pools and 1 international expert pool.
