Furthermore, in 2022, the Centre for International Migration and Development (CIM), which is run jointly by GIZ and the German Federal Employment Agency, placed 143 integrated experts and 257 returning experts with local employers in our partner countries, or provided them with financial support, advice or other services.? German development cooperation supports the development of universal and inclusive social protection systems which provide equal access to women and men. Many women in the countries of the Middle East and North Africa (MENA) have no or insufficient access to social protection systems. This means that they are not protected against risks such as illness, unemployment, accidents or poverty in old age. One of the reasons for this is that women are more likely than men to work in precarious informal employment, earn less, take on more unpaid care work and thus acquire fewer entitlements to social security benefits. Furthermore, gender-specific needs and access barriers are usually not taken into account when social security systems are planned and implemented. To contribute to improve access of women to social protection systems, the regional project "Social Protection for Women in the MENA-Region", implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), promotes collaboration between various national and regional partners to advance the access of women to social protection systems in the MENA region. The project is implemented in four partner countries (Egypt, Jordan, Morocco and Tunisia) and works in the following key areas: Raising awareness among policy makers of the need to design and implement gender responsive and gender transformative approaches in social protection; Strengthening regional exchange between the four partner countries to discuss challenges and develop innovative ideas on how to promote access to social protection for women; Support to intermediary organisations working with women to sensitize women on their right to social protection and to facilitate access to existing social protection systems The project specifically targets women working in the informal sector (the "missing middle") and aims to improve their access to (contributory) social security programmes. It runs from 02/2024 - 01/2027.

The objective of this assignment is to prepare and deliver high-quality facilitation for the so-called Innovation Lab. The responsibility of the contractor is to shape and facilitate the lab process in close cooperation with the GIZ project. The facilitators will provide the methodological tools, facilitate the dialogue and accompany the country teams and the individual participants in their respective learning journeys. The Innovation Lab approach has successfully been implemented by the GIZ Leadership Academy to promote creative thinking and problem-solving among its participants. The approach is based on the belief that innovation is essential for achieving sustainable development, and that it can be fostered through a structured and collaborative process. The Innovation Lab brings together a diverse group of participants working on social protection and/ or gender topics in country teams from the four partner countries. The group is guided through a structured process that involves identifying challenges, generating ideas, developing and testing prototypes. The process is highly collaborative and encourages participants to share their knowledge and expertise to develop innovative solutions. The Innovation Lab is a sequenced capacity-building intervention consisting of in-country and online support as well as regional collaboration events. It consists of three national workshops and accompaniment for each of the four country teams, as well as three regional dialogue workshops. The process is designed to stimulate in-depth dialogue and mutual learning amongst participants. Moreover, country teams are supported to develop and implement innovations that address specific challenges hindering the expansion of social protection coverage of women. In the context of the Innovation Lab, an innovation is defined as approaches, models, processes or specific products that are new within the particular country and can address and solve specific identified challenges. Up to 64 leaders (two per institution) from 4 country teams will participate in the Innovation Lab. Participants come from institutions working on social protection or gender topics in the four partner countries (Egypt, Jordan, Morocco, Tunisia) and include senior staff and decision makers from national governments (e.g. Ministries of Social Protection/Social Affairs, Social Security Institutions, Ministries of Women"s Affairs etc.), academia, representatives of the private sector and civil society. The respective national government partners of the GIZ project "Social Protection for Women in the MENA-Region" in each country will act as coordinators of the respective country teams and will support the selection process of participants representing around 8 relevant stakeholders in their respective country. The contractor is responsible for providing the following services and work packages: Intervention design and redesign Advise the GIZ project management team on the detailed intervention design of the lab process. As the methodology is based on the tested and proven Innovation Lab approach of the GIZ Global Leadership Academy and adaptations previously implemented by other GIZ projects, most planning materials are already available and should be adjusted according to the topic and final design agreed with project staff. Support the GIZ project convening the country teams. This includes 60 minutes preparatory interviews with each shortlisted institution in all 4 countries (approx. 8 institutions per country). In close consultation with the GIZ project, the contractor methodologically prepares the activities and sessions of three regional lab workshops and three national lab workshops in each of the 4 countries (Morocco, Tunisia, Egypt and Jordan). This includes preparation calls with the GIZ project co-facilitators before each session. Facilitation of regional lab process Facilitate 3 regional lab workshops Take part in preparation meetings and reflection processes with the GIZ project project management team to constantly reflect the progress and challenges during the process and to learn for the next steps. This will include preparatory sessions before each lab session, short reflection sessions after the workshops as well as hosting team calls throughout the entire process. Provide a short-documentation of each regional workshop (incl. e.g. agenda, photo-documentation, use-materials and presentations etc.) Facilitation national lab process Facilitate 12 national lab workshops Take part in preparation meetings and reflection processes with the GIZ project project management team to constantly reflect the progress and challenges during the process and to learn for the next steps. This will include preparatory sessions before each lab session, short reflection sessions after the workshops as well as hosting team calls throughout the entire process. Coaching Coach/accompany the country teams in between the lab meetings with regards to their questions, challenges, consequences for innovative ideas and planning and implementing innovative actions (via phone/online sessions). If needed, also offer individual accompaniment/coaching or in small groups to enable the participants to transfer the insights and learnings from the lab into their work. A maximum number of five days per country team should be scheduled for the coaching. Reporting Provide a final project report based on the short documentation gathered in each phase of the lab. Include a comprehensive overview of the process, country experiences, and outcomes.
