The German Federal Ministry for Economic Cooperation and Development in cooperation with other co-financers has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the "Skills Development for Youth Employment" (SKYE II) Programme in Nigeria.
The overall programme is to improve access to the labour market of current and future trainees and job seekers in selected states of Nigeria. To achieve this, the project follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of vocational training) are combined with interventions in the area of employment services (job placement/matching, career counselling/guidance and labour market information). The project focuses sectors with high employment potential by improving employability for dependent or self-employment while promoting a favourable environment for the creation of new jobs in labor-intensive sectors and supporting the matching of labour supply and demand, the project aims to impact on the short and long-term employment and income prospects of the target groups. The project addresses policy, strategy and dialogue in TVET, employment promotion and gender, capacity development for intermediary organisations and strengthening the private sector engagement in TVET, all geared at the structural levers for the longer-term creation of employability, employment and income generation for the Nigerian youths.
Within this context, SKYE II seeks to commission a consultancy/ consortium of firms to implement different measures during the contract, across the following pilot states: Federal Capital Territory (FCT), Edo State, Enugu, Lagos State, Ogun State and Plateau State.
The assignment is designed with five work packages and the successful contractor shall be responsible for the achievement of all work packages (WP):
WP1: Training of TVET personnel for the introduction of competency-based training programs and implementation of assessor trainings: This includes the assessment of the knowledge of TVET personnel, the development and implementation of a training course with partners, the implementation of assessment trainings, the identification, capacity development of long term provider and implementer of the training concept.
WP2: improvement of TVET through the implementation of cooperative and trade specific CBTs: This includes the identification of partners, the determination and documentation of equipment requirements, local procurement of smaller material goods, support of the establishment of 50 partnerships between private sector actors and TVET institutions, the adaption and supplementing of existing national occupational standards (NOS), curricula, syllabuses and learning/ teaching materials.
WP3: Implementation and sustainable anchoring at relevant partner institutions the training of job coaches and career counselors as well as review, updating and further development of practical modules for their training and further education: This includes advice to identified institutions, determination and implementation of personnel development measures, identification of adaptation needs for the qualification of career advisors, development and revision of qualification modules, capacity development of the partner, development of concepts for further training of staff and setting up a digital administration system for vacancies and jobseekers.
WP4: Development of e-learning training and and further education and further development at the existing Moodle platform or e-learning platform atingi: This includes the participatory development of user-friendly digital TVET courses, to ensure that learning materials developed in WP 1-4 are digitalized and enable partners to operation the platform independently.
WP5: Further development and expansion of a Labor Market Information Systems (LMIS) of two partner institutions: This includes conducting a capacity and needs analysis, development of operational plans, establishing of permanent stakeholder contacts/network for continuous and structured data supply, design of a tutorial/ explanatory video for usability of the LMIS and improvement of LMIS reports.
