Kurze Beschreibung

Nigeria has a lack employment opportunities for the millions of young people who enter the labor market every year. The existing TVET system and labour market policy are neither able to adapt training courses to the needs of the economy or improve qualifications in growth sectors in a targeted manner, nor are they able to match the demand for and supply of labour.
The project "Skills Development for Youth Employment (SKYE II) in Nigeria" directly addresses the necessary improvements about the quality and needs orientation of TVET and labor market services and, thus, access to employment. To achieve this, the project combines measures on the supply side of the labour market (promotion of TVET) with interventions in the area of employment services (i.e., job placement, career counselling). The project addresses policy, strategy, and dialogue in TVET, employment promotion and gender, capacity development for intermediary organisations" engagement in TVET, all geared at the structural levers for the longer-term promotion of employability, employment, and income generation for the Nigerian youths.

Please note: For technical reasons only, it has been stated that this contract is not suitable for small and medium-sized enterprises. In fact, this contract is also suitable for small and medium-sized companies.

Beschreibung der Beschaffung

The German Federal Ministry for Economic Cooperation and Development in cooperation with other co-financers has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to implement the "Skills Development for Youth Employment" (SKYE II) Programme in Nigeria.

The overall programme is to improve access to the labour market of current and future trainees and job seekers in selected states of Nigeria. To achieve this, the project follows an integrated approach to employment promotion. Measures on the supply side of the labour market (promotion of vocational training) are combined with interventions in the area of employment services (job placement/matching, career counselling/guidance and labour market information). The project focuses sectors with high employment potential by improving employability for dependent or self-employment while promoting a favourable environment for the creation of new jobs in labor-intensive sectors and supporting the matching of labour supply and demand, the project aims to impact on the short and long-term employment and income prospects of the target groups. The project addresses policy, strategy and dialogue in TVET, employment promotion and gender, capacity development for intermediary organisations and strengthening the private sector engagement in TVET, all geared at the structural levers for the longer-term creation of employability, employment and income generation for the Nigerian youths.

Within this context, SKYE II seeks to commission a consultancy/ consortium of firms to implement different measures during the contract, across the following pilot states: Federal Capital Territory (FCT), Edo State, Enugu, Lagos State, Ogun State and Plateau State.
The assignment is designed with five work packages and the successful contractor shall be responsible for the achievement of all work packages (WP):

WP1: Training of TVET personnel for the introduction of competency-based training programs and implementation of assessor trainings: This includes the assessment of the knowledge of TVET personnel, the development and implementation of a training course with partners, the implementation of assessment trainings, the identification, capacity development of long term provider and implementer of the training concept.

WP2: improvement of TVET through the implementation of cooperative and trade specific CBTs: This includes the identification of partners, the determination and documentation of equipment requirements, local procurement of smaller material goods, support of the establishment of 50 partnerships between private sector actors and TVET institutions, the adaption and supplementing of existing national occupational standards (NOS), curricula, syllabuses and learning/ teaching materials.

WP3: Implementation and sustainable anchoring at relevant partner institutions the training of job coaches and career counselors as well as review, updating and further development of practical modules for their training and further education: This includes advice to identified institutions, determination and implementation of personnel development measures, identification of adaptation needs for the qualification of career advisors, development and revision of qualification modules, capacity development of the partner, development of concepts for further training of staff and setting up a digital administration system for vacancies and jobseekers.
WP4: Development of e-learning training and and further education and further development at the existing Moodle platform or e-learning platform atingi: This includes the participatory development of user-friendly digital TVET courses, to ensure that learning materials developed in WP 1-4 are digitalized and enable partners to operation the platform independently.

WP5: Further development and expansion of a Labor Market Information Systems (LMIS) of two partner institutions: This includes conducting a capacity and needs analysis, development of operational plans, establishing of permanent stakeholder contacts/network for continuous and structured data supply, design of a tutorial/ explanatory video for usability of the LMIS and improvement of LMIS reports.

Wirtschaftliche und finanzielle Leistungsfähigkeit: 1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year): at least 2,000,000 EUR.

2) Declaration on the average number of employees and managers for the past three calendar years: at least 15 persons.

1) Name and address of the company, legal form, registered office (country), owners and controlling parties, commercial register number/dirstrict court, bank account, tax number, VAT identification number, brief company profile and contact in event of queries.


2) Self-declaration that no grounds for exclusion in Section 123, 124 of the German Act Against Restraints of Competition (GWB), section 22 of the German Supply Chain Due Diligence Act (LkSG) and EU-Russian sanctions as well as that in the last three years no custodial sentence of more than three years or a fine of more than 90 daily rates or a fine of more than two thousand five hundred euros, which resulted in an entry in the Competition Register, been imposed for noncompliance as specified in section 124 (2) of the German Act against Restraints on Competition (GWB) apply.

3) If a candidate/tenderer wishes to use the capacities of another company for the execution of the contract or to prove his/her eligibility, she/he must prove by submitting a declaration of commitment that the corresponding capacities are available to him/her for the execution of the contract and a declaration that no grounds for exclusion pursuant to Section 123 GWB and/or Section 124 GWB apply to them must be submitted. For the purpose for eligibility through reliance upon the capacities of other entities, please use he form provided by GIZ.

4) In the case of participation as a bidding consortium: tenderers must appoint a leading member and authorise this member to represent the group and to receive payments with discharging effect also for the other members. A corresponding agreement, signed by all members, must be attached to the application for participation. For this purpose, the form provided by GIZ must be used.

Technische und berufliche Leistungsfähigkeit: It is necessary to provide

(1) at least two reference projects in the following technical field:

Technical and Vocational Education and Training (TVET); and

(2) at least two reference projects in the following technical field:

Employment Promotion; and

(3) at least one reference project in:

Western Africa in one of the above mentioned technical fields.

Each of the reference projects must be in the last five years with a minimum commission value of at least 300,000 EUR.

The relevant countries for Western Africa are in the eligibility grid.

According to Article 160, Section 3 of the German Act Against Restraint of Competition (GWB), application for review is not permissible insofar as
1. the applicant has identified the claimed infringement of the procurement rules before submitting the application for review and has not submitted a complaint to the contracting authority within a period of 10 calendar days; the expiry of the period pursuant to Article 134, Section 2 remains unaffected,
2. complaints of infringements of procurement rules that are evident in the tender notice are not submitted to the contracting authority at the latest by the expiry of the deadline for the application or by the deadline for the submission of bids, specified in the tender notice.
3. complaints of infringements of procurement rules that first become evident in the tender documents are not submitted to the contracting authority at the latest by the expiry of the deadline for application or by the deadline for the submission of bids,
4. more than 15 calendar days have expired since receipt of notification from the contracting authority that it is unwilling to redress the complaint.
Sentence 1 does not apply in the case of an application to determine the invalidity of the contract in accordance with Article 135, Section 1 (2). Article 134, Section 1, Sentence 2 remains unaffected.
