Capacity Building and Destination Promotion of Albania’s GBS and ICT Sectors

Scope of Work

The assignment consists of two primary components:

1. Capacity Building for Albanian GBS/ICT Companies
The contractor will design and implement a training program to prepare SMEs for international market expansion. The program should address the following thematic areas:
- Development of globally attractive company culture
- International marketing and online presence building
- Effective project management and client communication
- Legal and regulatory frameworks for cross-border operations
- Financial planning and scaling strategies
- International sales and pitching techniques

The training should include:
- Online, self-paced content
- In-person workshops in Albania
- Supporting materials and toolkits
- Follow-up assessments to provide individual feedback
The primary target group are top management teams of Albanian small and medium-sized enterprises (SMEs) in the ICT/GBS sector.

2. Destination Promotion for Albania’s GBS/ICT Sectors 
The contractor will execute a strategic marketing campaign aimed at raising international awareness of Albania as a credible and competitive outsourcing destination. Activities should include:
- Design and maintenance of a dedicated landing page hosted on a reputable international platform (with focus on Central and Southeastern Europe)
- Development and publication of analytical articles and case studies, featuring industry insights and testimonials from existing clients of Albanian firms, published in an international, reputable resource (with a focus on Central and Southeastern Europe)
- Conduct media outreach to promote the location’s visibility in Western Europe and North America

Expected Deliverables
The following deliverables are expected to be completed within the contract duration and in line with agreed milestones:

Capacity Building:
- Online modules (on-demand), introducing the six thematic areas outlined above for up to 250 participants.
- In-person workshops in Albania focusing on each of the six thematic areas, tailored to the specific needs of Albanian companies for up to 100 participants. 
- Post-workshop assessments and feedback reports for all in-person workshop participants. 

Destination Promotion:
- Interactive landing page showcasing Albania’s strength as a GBS destination, hosted on an international, reputable resource (with a focus on Central and Southeastern Europe).
- Two analytical articles on Albania’s GBS sector and one interview published in an international, reputable resource (with a focus on Central and Southeastern Europe).
- A press release and media outreach to at least 300 media representatives in Western Europe and North America.

Hauptstandort oder Erfüllungsort

While the procurement notice refers to Tirana (AL022, 1001) as the indicative location for statistical purposes, bidders located in other regions of Albania are equally eligible to apply and perform the services, provided they meet the criteria set forth in the ToR.

In accordance with Article 56(3) of Directive 2014/24/EU, the contracting authority may request clarification or completion of submitted documents, provided that such action does not result in the modification of essential elements of the offer or violate the principle of equal treatment.

Please submit your complete proposal electronically via the platform or via email no later than 2 June 2025, 12:00 CET.
The submission must include:
– Technical and methodological concept (max. 15 pages),
– Completed and signed bidder declaration,
– Budget proposal (including VAT, if applicable).

Proposals must be submitted in English and in PDF format.

Late or incomplete submissions will not be considered. Please ensure all required documents are uploaded before the deadline.

Genaue Informationen über Fristen für Überprüfungsverfahren

Complaints must be raised with the contracting authority within ten calendar days of becoming aware of the alleged infringement.
Infringements identifiable from the notice or the tender documents must be challenged before the application deadline.
Applications for review must be filed no later than 15 calendar days after the contracting authority has informed the applicant that it does not intend to remedy the complaint.
(Legal basis: § 160 of the German Act against Restraints of Competition – GWB)

Ein Antrag auf Nachprüfung ist unzulässig, soweit der Antragsteller den geltend gemachten Verstoß gegen Vergabevorschriften vor Einreichen des Nachprüfungsantrags erkannt und diesen nicht innerhalb einer Frist von zehn Kalendertagen gegenüber dem Auftraggeber gerügt hat (§ 160 Abs. 3 Nr. 1 GWB). Verstöße gegen Vergabevorschriften, die sich aus der Bekanntmachung ergeben, müssen spätestens bis zum Ablauf der Angebotsfrist gerügt werden (§ 160 Abs. 3 Nr. 2 GWB). Verstöße, die sich aus den Vergabeunterlagen ergeben, sind spätestens bis zum Ablauf der Frist zur Bewerbung oder Angebotsabgabe zu rügen (§ 160 Abs. 3 Nr. 3 GWB). Ein Nachprüfungsantrag ist spätestens 15 Kalendertage nach Eingang der Mitteilung des Auftraggebers, einer Rüge nicht abhelfen zu wollen, zu stellen (§ 160 Abs. 3 Nr. 4 GWB).
