The contractor contributes to achieving Output 5 "Measures for the vocational orientation and career planning of pupils in general secondary schools and vocational training institutions have been developed in cooperation with industry" with following target indicators:
Output indicator 5.1: 15 gender-relevant measures for vocational orientation in general education graduating classes and for career planning in vocational education and training have been implemented in cooperation with industry
Output indicator 5.2: Agreements have been concluded with 20 companies on cooperation on vocational orientation and career planning measures
The contractor is responsible for the following tasks, divided into two work packages:
Work package 1: Development, implementation and evaluation of 13* gender-relevant measures for vocational orientation and for career planning and conclusion of agreements with 20 companies on cooperation on vocational orientation and career planning measures.
(*GIZ implements 2 remaining measures required by the Output indicator 5.1)
Tasks to be performed:
- Familiarization with existing vocational orientation and career planning system in Uzbekistan
- Drawing up an operational plan which defines every single step from the development of 13 gender-relevant measures through the implementation to the evaluation phase and outlines the modus operandi (including how stakeholders shall cooperate)
- Planning and facilitation of stakeholder workshops to ensure ownership of the process and the final product
- Development and piloting of 13 different gender-sensitive measures for vocational orientation and career planning, taking into consideration at least seven out of the proposed measure types, in agreement and cooperation with stakeholders from the educational and private sector, e.g.: Education & Career fairs in cooperation with the private sector; Opportunity Scouting: Gathering information related to different jobs or to local labour market and presenting it to peers; School-based employment events; Job shadowing; Guided company tours; Internships; Coordinated transition school to VET (or higher education) or VET institutions to work, etc.
Additional types of measures should be suggested by the contractor. All 13 measures have to be implemented in cooperation with schools, VET institutions and companies, involving relevant Sectoral Skills Councils (SSC) in five agreed regions, incl. Karakalpakstan.
- Ensure written agreements with 20 companies (Output Ind. 5.2.) and schools or VET providers in order to establish a sustainable partnership
- Preparation/Training of educational staff in general secondary schools and vocational training institutions, company and (SSC) representatives for the joint implementation of vocational guidance and career planning measures.
- Development of a practical guide for vocational orientation and career planning
- Evaluate the impact of the implemented 13 measures with a comprehensive recommendation on the most suitable and effective measures for Uzbekistan considering legal and organisational context. Evaluation concept and desing should be created in the preparation phase for every of 13 measures.
- Development of comprehensive documentation with concept, implementation description and evaluation results for 13 implemented measures for vocational orientation and for career planning.
Work package 2: Development and implementation of an information campaign to promote VET in general as well as the in WP 1 developed measures for vocational orientation and career planning for broad public and relevant target groups of Output 5
- Exchange with key partners on the general VET promotion strategy
- Develop a concept for an information campaign and agree with partners. The chosen communication channels and media should be suitable/attractive for the target group and reach out to a significant number of young people and parents
- Develop materials (printed materials, video and audio materials for TV and social networks) on different career opportunities and professions relevant to the labour market in Uzbekistan ("future skills" such as green or digital skills)
- Conclude agreements with media for the information campaign (TV, radio, social networks, printshops)
- Information campaign implementation and monitoring
- Reporting of the campaign results
The target group of Work Package 2 are:
- For general VET and Career Guidance promotion: Broad audience with the focus on youth
- For promotion of developed measures for vocational orientation and career planning: Pupils of the graduating classes (secondary school) as well as through whom those can be reached, such as parents, teachers, persons and institutions providing career guidance as well as those working with people with special needs, unemployed, NEET. Additionally, the campaign shall target companies, particularly those which can potentially be involved in career guidance and dual training.
In the preparation and implementation of the campaign, the following needs to be taken into consideration: The campaign should cover a variety of ways and channels to reach youth, from TV and social media to face-to-face and virtual events. Face-to-face events are particularly important in rural areas and suburbs of larger cities where internet access is limited. Effective implementation of the information campaign presupposes a thorough knowledge of the country"s culture, including its multicultural character, and communication patterns. The campaign should promote the opportunities of the existing VET system and career guidance along with future skills and labour-market demands. It is crucial, to integrate into campaign and actively promote key aspects related to environmental protection/climate change, human rights and gender equality.
