The reform of the TVET sector is therefore a high priority for the Kenyan government; it aims to improve access, quality and relevance of TVET and is intended to help reduce skills shortages and create new employment opportunities for young people. The priorities of the reform are specified in the MoE's National TVET Blueprint strategy for the period 2021/22 to 2025/26. The strategy opens potential for greater involvement of industry in the design and implementation of the TVET (3rd and 4th pillar). The piloting of the dual TVET approach in the previous phase of this this project, showed that companies are willing to participate in the training programme due to their high demand for qualified personnel. The TVET system in Kenya is not able to provide skilled workers who meet the labour requirements of the economy. Although numerous young people complete training programmes of the public TVET institutions, they often do not find adequate employment afterwards. The companies complain about the high costs of continuing to train graduates until they are able to work productively. In summary, it can be said that the TVET system does not sufficiently meet the requirements of the labour market (core problem). By strengthening the capacity of the MoE, subordinate TVET agencies and TVET schools with the involvement of industry, the project directly addresses the necessary improvements regarding the labour market relevance and quality of TVET and, at the same time, makes contributions to gender transformation and disability inclusion. This improves the employment prospects of young people who are undergoing training, especially young women and people with disabilities (PwD). 2. Brief description of the tender
The contractor will contribute to the achievement of the project outputs by developing dual TVET programs with at least 50 % training in the industry. All the training programs must be rolled out with two intakes per year (May and September), starting from May 2024 with classes of at least 20 students, 40 % of them female and 1 % of them PwD.

The contractor is responsible for contributing to the following module objective indicators, outputs and output indicators:
Indicator & Contribution of the contractor
Module objective: Inclusive and labour market-relevant dual cooperative training programmes for young women and men are integrated in the Kenyan TVET system.
Module Objective Indicator 1:
60 TVET schools have introduced cooperative training (Dual TVET) programmes in five regions of Kenya.
Contribution of the contractor:
Dual TVET programmes are implemented by 36 TVET schools as below:
1. Rift Valley Region: 12 TVET schools
2. Mt. Kenya Region: 12 TVET schools
3. Western Kenya Region: 12 TVET schools
Module Objective Indicator 2:
800 companies have filled placements for cooperative Dual TVET students in five regions of Kenya.
A minimum of 480 companies have filled placements for Dual TVET students as below:
1. Rift Valley Region: minimum of 160 companies
2. Mt. Kenya Region: minimum of 160 companies
3. Western Kenya Region: minimum of 160 companies
Module Objective Indicator 3:
6,000 students have enrolled in a cooperative TVET training programme, 40 % of them are women and 1 % young persons with disabilities (Young persons are people between the ages of 15 and 34 (Kenyan definition of youth).
3,600 students have enrolled in a Dual TVET training programme in selected TVET schools in the three regions (Mt. Kenya, Rift Valley and Western Kenya), 1,440 of them are women and 36 young persons with disabilities .
Module Objective Indicator 4:
70 % of 1,800 qualified TVET personnel confirm the use of their new qualification for the implementation of cooperative TVET by means of a concrete example 3 months after completion of the training.

15 labour market-relevant occupations with occupation-specific environmental standards, 3 of which are in green sectors or value chains, are offered in a cooperative TVET format.

90 % of the participating 60 TVET schools were advised by the newly established industrial liaison office at the Ministry of Education (MoE) on the introduction of cooperative TVET programmes in Kenya.

The industrial liaison office at MoE (ILO-MoE) will play a central role in the success of the institutionalization and scaling-up of the dual TVET approach during this phase of the project. The ILO-MoE will be responsible for steering the dual TVET approach and will support all the TVET institutions in the introduction and implementation of inclusive and labour market-relevant dual TVET programmes. The contractor will be expected to work in close cooperation with the ILO-MoE to ensure that support structures for TVET institutions and other stakeholders for the implementation of the dual TVET approach will be available beyond the runtime of this project phase.
The industrial liaison office at MoE (ILO-MoE) will play a central role in the success of the institutionalization and scaling-up of the dual TVET approach during this phase of the project. The ILO-MoE will be responsible for steering the dual TVET approach and will support all the TVET institutions in the introduction and implementation of inclusive and labour market-relevant dual TVET programmes.
