Work Description
Background
Main objective of the NEXT-OBP-GEOSat project is the development of an on-board processing unit for conducting scientific in-orbit communication experiments. Within the predecessor project 'Network Coding Satellite Experiment (NEXT)' a laboratory demonstration system was developed in hardware and software. The project team consists of the DLR Institute of Communications and Navigation (DLR-KN) in Oberpfaffenhofen and IQ wireless GmbH in Berlin. The former is responsible for experiment software development works and project coordination, the latter is in charge of designing the on-board processing flight hardware.
Platform will be the geostationary Heinrich-Hertz satellite system (H2Sat) and the works are financed by the Federal Ministry of Economics and Technology (supervised by DLR Raumfahrtmanagement - DLR Space Administration).
The preliminary design of the housing is depicted in Figure 1. This figure will be shown to you in a next phase. The overall mass will be maximal 5kg; power consumption will be maximal 25W. Apart from the power supply there will be a qualified RF-interface (Rx/Tx) only. The inner signal processing electronics will be based on COTS components with a design lifetime of three years. A MILBUS (or other satellite bus) interface is not foreseen, but all other satellite interfaces (thermal, power, mechanical, RF) are subject to compliance with the requirements specified by DLR Raumfahrtmanagment and satellite manufacturers.

Tasks
Consulting design and development works (mainly in cooperation with IQ wireless GmbH)
Product assurance responsibility for all satellite interfaces (electrical, mechanical, thermal, EMC etc.)
Assembly, integration and test:
— Interface-relevant components will be purchased as space-qualified components
— Experimental electronics will be provided by IQ wireless GmbH
— Environmental testing
— Functional test support to IQ wireless GmbH
General Requirements and Notes
Note: In case of conflicts between the requirements listed hereafter and requirements defined in applicable documents then the description in the applicable documents shall be applied.
The tenderer must join an existing non-disclosure agreement (NDA) with the involved parties OHB System AG, Tesat-Spacecom GmbH & Co. KG, AUDENS Telecommunications Consulting GmbH, DLR-KN, IQ wireless GmbH, and Astro- und Feinwerktechnik Adlershof GmbH i a next phase.
The tenderer must follow the product assurance/management/engineering requirements defined in the applicable documents and must declare his compliance to all project requirements (PA & Safety, IRD, GERD etc.) and verification methods with a signed statement. This is subject to the aforementioned NDA.
The works will have to be conducted in close cooperation with IQ wireless GmbH including regular status meetings (physical and telephone). The tenderer must provide support to IQ wireless/DLR-KN in all questions related to space qualification procedures.
Inspections and audits requested by the project partners DLR-KN/IQ wireless and by the sponsor DLR Raumfahrtmanagement must be possible at any time.
Parts and components to be integrated will be ordered by DLR-KN and/or by IQ wireless (Incoterms DAP or CIP). Delivery address must be defined by the selected tenderer. The tenderer must comply with possible ITAR regulations and has to provide a list of all potential intermediate consignees (freight forwarders, assembly houses, test facilities, integrators etc.). The tenderer is responsible for inspection and documentation based on an incoming inspection procedure.
