Production 33 (36)-kV submarine cable with fibre optic cable, laying in waters approx. 30 m LAT, laying 1.5 m burial depth in the seabed (to top of product); overall approx. 50-55 km of cable in 29-39 separate cable links (routes), as well as assembly, hang-off and testing of the cable up to the point that it is ready for commissioning.

Companies interested in the tender competition must apply for participation in the negotiation procedure. The documents for requesting to participate are made available exclusively in electronic form on the Deutsche Vergabeportal at http://www.dtvp.de after a prior one-time, free registration. The continuing tender procedure and the subsequent proceedings will also be conducted in German.

Replies to application questions, as well as overall communication between applicants and the tendering entity will take place exclusively on the above-named tendering portal. The application for participation, with the information and documents for judging suitability required under subparagraph III.2), shall be submitted in two copies written form and digital form on a USB flash drive, in a sealed envelope with the label ‘Do not open! Application for participation, tender for wind farm cabling supply and installation’ up to the deadline named in subparagraph IV.3.4) at the location named in subparagraph I.1). Applications which arrive late or not in the proper format (in a sealed and labelled envelope) will not be able to be considered.

Audit process of the submitted documents:

— It will be verified whether the application for participation contains all required information and documents.

— It will be verified, on the basis of his/her submitted information and documents, if the applicant/tenderer consortium appears to be fundamentally suitable to perform the awarded services in accordance with the contract. Insofar as an applicant/tenderer consortium refers to the capacities of other companies as proof of economic and financial capability and/or technical capability, by request he/she has within 5 calendar days to prove that the resources of these companies are principally available to him/her in the case of a successful tender. Among other things, this can take place with the respective declaration of obligation of the other company or companies (cf. § 20 Par. 3 SektVO).

— The contracting authority reserves the right to reduce the number of candidates be-forehand. The criteria relating to this will be announced in the documents on ITT.

Questions relating to the competition for participation can be sent to the named point of contact, exclusively over the Deutsche Vergabeportal, up to 8.2.2016. The contracting authority will compile, anonymise, and reply to all questions. The answers to the questions will be made available to all tenderers on the tendering portal.

Furthermore, a self-declaration according to § 21 of the Sector Ordinance shall be obtained; the signed statement must be submitted with the participation documents. Should a tenderer consortium quote an offer, the statement shall be signed by all members of the consortium and submitted with the application documents. The remaining aforementioned self-declarations shall, in the case of a tenderer's consortium, also be signed by all members of the consortium.

— Declaration that the tenderer will work and has worked following a certified quality management as per DIN EN ISO 9001 (plus copy of the certificate in German or English); in the case of non-English or non-German certificates, a certified translation in English or German, as well as a copy of the original certificate, shall be enclosed. In the case of multiple members of a tenderer's consortium, all members' certificates shall be submitted (III.2.3)).

— Declaration on the comparable types of services rendered starting in the year 2010 (reference list), with as exact information as possible on the type and scope of the services, on the work period and contract value as well as on the contracting authority, with contact person. Please sort references as follows:

— Offshore-Wind-Projects for delivery, installation and turnkey assembly of sub-marine cables which have been produced and laid according to VDE standards 0276-620 or other European standards that are based on the Harmonisation Document 620. The implementation of a minimum of one project is required (should the tenderer fail to comply with this minimum requirement, he or she will be barred from further proceedings).

— Offshore-Projects for delivery, installation and turnkey assembly of submarine cables,

— Other offshore projects (III.2.3)).

— Declaration that the tenderer has an established HSE Safety Management System and Certificate declaring the occupational and health assessment series in accordance with OHSAS 1800-1 in force at time of the official announcement of tender

— Declaration by the tenderer that he/she is prepared to draw up documents for submission to the certification body, the BSH or the grid connection provider (TenneT) in German.

— Declaration that the tenderer is prepared to submit his/her calculations and respective analysis software for review and approval by the Certification Body.

— Declaration that the tenderer is prepared to use the certified documents for their pro-vision of service, without these documents being subjected to an additional review, provided that no doubt arises regarding the validity and completeness of these documents. Should this be the case, the company is to work with the contracting authority and the Certification Body as necessary to find agreement.

— Declaration by the tenderer stating the company's number of employees in the last 3 business years (separated by business years)

— Declaration by the tenderer stating the number of employees in the division of offshore wind farm cable supply and installation in the last 3 business years (separated by business years).

— Declaration that the tenderer is prepared to take out business liability insurance in the amount of 10 000 000 EUR at the time of commencing the contract

After the publication of the EU announcement, interested tenderers can submit participation documents up to the date named in IV.3.4). After inspecting and assessing the tenderers' suitability, those suitable for the tender submission will be called upon. With the invitation, the tenderers will be provided with the following documents: contract, specifications and further technical documents, procedure brief (acceptance criteria, assessment, further procedures). Tenderers who are not considered will be notified, in advance, in writing that their application will no longer be considered.

The formation of the contract is subject to the following precedent conditions:

— Authorisation of alterations to the BSH (Bundesamt für Seeschifffahrt und Hydrographie, Federal Maritime and Hydrographic Agency) Consent of June 13, 2008; the authorisation process takes place in parallel to the tender procedure. Specifications or requirements can change based on the altered BSH Consent. For this reason, the contracting authority reserves the right to make changes in the tender documents in accordance with the relevant tender specifications.

— Approval of the Shareholder committee

— Bank approval for financing the project.

Kurze Beschreibung

The contract concerns the production, installation and turnkey installation of the inner park cabling within the wind farm (between wind turbine locations and to the offshore substation) to connect a minimum of 25 and a maximum of 34 of the offshore wind park's wind turbine generators of TWB II.

Hauptstandort oder Erfüllungsort

Within the exclusive economic area according to the United Nations Convention on the Law of the Sea of the North Sea. The Trianel Windpark Borkum (Phase II) is situated 45 km north of the island of Borkum at a water depth of approximately 30 meters at lowest astronomical tide. Main site or location for the onshore-production and storage are the facilities of the contractor including interim storage before laying at an appropriate port near the construction site.
