The purpose of this tender is to provide technical assistance to the global programme C40 Cities Finance Facility (CFF) which is jointly implemented by Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH and the C40 Cities Climate Leadership Group (C40). The German Federal Ministry for Economic Development and Cooperation (BMZ), the UK Department for Business, Energy and Industrial Strategy (BEIS) and the United States Agency for International Development (USAID) are funding the CFF.
The CFF supports cities in developing countries and emerging economies to develop finance-ready sustainable, low carbon and climate-resilient infrastructure projects. Launched at COP21 in Paris, the ultimate objective of the CFF is to reduce emissions and increase climate resilience in cities by mobilising finance for city-level climate change action. Through its work, the CFF enables cities to play their part in delivering the objectives of the Paris Agreement; limiting global temperature rise to 1,5 Grad C above pre-industrial levels. The CFF provides intensive technical assistance to city administrations to support the development of a transformative sustainable infrastructure project from feasibility through to financing. A key element of this process is capacity development of the city administrations to empower the city with the skills, expertise and capacities to mobilise and access a broad range of financing instruments for climate change. Finally, extensive knowledge dissemination enables other cities and urban development practitioners to learn from the experiences in the CFF-supported cities and to replicate similar projects successfully, realising significant reductions in greenhouse gas (GHG) emissions across the world, as well as to inform the work of development agencies and national and global policy-makers.
For the support to its partner cities in developing countries and emerging economies, GIZ seeks to set-up a framework agreement with up to eight consultancy firms in the area of renewable energy/energy efficiency. The consulting firms within the framework agreement can then apply for consulting services to the individual partner cities (city contracts).
The main objectives under the city contracts would be:
(I) provide technical assistance to develop the partner city"s infrastructure project and to identify and access suitable financing options for the project;
(II) provide support in developing the partner city administration's capacity in the area of infrastructure planning, project preparation, finance and management;
(III) support in knowledge capture and development of lessons learnt for the CFF.
