The CFF supports cities in developing countries and emerging economies to develop finance-ready sustainable, low carbon and climate-resilient infrastructure projects. Launched at COP21 in Paris, the ultimate objective of the CFF is to reduce emissions and increase climate resilience in cities by mobilising finance for city-level climate change action. Through its work, the CFF enables cities to play their part in delivering the objectives of the Paris Agreement; limiting global temperature rise to 1,5 Grad C above pre-industrial levels. By championing projects that will simultaneously deliver significant development benefits, the CFF also helps cities to progress their implementation of the Sustainable Development Goals (SDGs), the Addis Ababa Action Agenda and the New Urban Agenda.

Kurze Beschreibung:

The purpose of this tender is to provide technical assistance to the global programme C40 Cities Finance Facility (CFF) which is jointly implemented by Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) GmbH and the C40 Cities Climate Leadership Group (C40). The German Federal Ministry for Economic Development and Cooperation (BMZ), the UK Department for Business, Energy and Industrial Strategy (BEIS) and the United States Agency for International Development (USAID) are funding the CFF.

The CFF provides intensive technical assistance to city administrations to support the development of a transformative sustainable infrastructure project from feasibility through to financing. A key element of this process is capacity development of the city administrations to empower the city with the skills, expertise and capacities to mobilise and access a broad range of financing instruments for climate change. Finally, extensive knowledge dissemination enables other cities and urban development practitioners to learn from the experiences in the CFF-supported cities and to replicate similar projects successfully, realising significant reductions in greenhouse gas (GHG) emissions across the world, as well as to inform the work of development agencies and national and global policy-makers.

For the support to its partner cities in developing countries and emerging economies, GIZ seeks to set-up a framework agreement with up to eight consultancy firms in the area of renewable energy/energy efficiency. The consulting firms within the framework agreement can then apply for consulting services to the individual partner cities (city contracts).

The main objectives under the city contracts would be:

(I) provide technical assistance to develop the partner city"s infrastructure project and to identify and access suitable financing options for the project;

(II) provide support in developing the partner city administration's capacity in the area of infrastructure planning, project preparation, finance and management;

(III) support in knowledge capture and development of lessons learnt for the CFF.

Dauer: 24 Monate
Beschreibung der Verlängerungen:

GIZ is entitled to extend the period of the Framework Agreement beyond January 2021 but unilaterally notifying the Contractor by 1.11.2020. All relevant remuneration items shall be increased proportionately. In addition, the fees shall be adjusted pursuant to Section 5.25 of the General Terms and Conditions of Contract.

Befähigung zur Berufsausübung:

1) Declaration on the commercial register, if the applicant or the member of the consortium is registered;

2) declaration on the personal situation of the applicant or the member of the consortium, consisting of:

(a) declaration on the absence of the mandatory grounds of exclusion as per Section 123 Act against restraints of competition (Competition Act — GWB) or on the remedial actions and the measures;

(b) declaration on the absence of the optional grounds of exclusion as per Section 124 GWB or on the remedial actions and the measures.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

(1) Declaration on the average annual turnover for the last 3 financial years (last-but-4 financial year can be included in case of invitation to tender held within 6 months of end of last financial year),

(2) declaration on the employees of the applicant or the member of the consortium as at 31.12.2017.

Mindeststandards:

For (1): at least 300 000 EUR (net) for the applicant or the consortium.

For (2): at least 5 employees for the applicant or the consortium.

Technische und berufliche Fähigkeiten:

Declaration on reference projects of the applicant or the member of the consortium in the technical of renewable energy and energy efficiency, in particular information on the project title, the client, the period, the contract value in EUR, the country, the region, technical experience, ODA financing and project description.

Mindeststandards:

— At least 4 projects in the technical field of renewable energy and energy efficiency,

— at least 4 projects in in three of the countries listed in Annex 1 to the ToR,

— all reference projects must have been provided within the last 3 years with a minimum commission value of at least 40 000 EUR (net).
