Beschreibung der Beschaffung
The project ‘Job partnerships and medium enterprise support in Tunisia’ works in three areas of intervention towards the following outputs:
Output 1: The preconditions for trade and investments by German and European companies, particularly in the selected clusters (automotive and aviation industries) in Tunisia, have improved;
Output 2: The capacities of Tunisian small and medium-sized companies (SMEs) in selected clusters (aviation and automotive) are increased to grow sustainably whilst generating employment;
Output 3: The business ecosystem of selected sectoral clusters has improved.
The contractor shall perform tasks within the Output 2 ‘The capacities of Tunisian small and medium-sized companies (SMEs) in selected clusters (aviation and automotive) are increased to grow sustainably whilst generating employment’. More concretely, within the Output 2, the contractor is responsible for achieving an improvement in working conditions for 15 000 employees of selected Tunisian and European companies in two of the following four categories:
1) increased income,
2) improved work place safety,
3) improved social security (e.g. pension or health insurance),
4) access to well-being programs (e.g. childcare, parent protection, company-level health schemes, soft skills, etc.).
To achieve the objectives of Output 2, the main services to be provided by the contractor are:
1) conduct an in-depth analysis of needs, interests and potentials regarding improvements of working conditions in the four pre-determined categories amongst the companies (SMEs and larger companies) selected by the GIZ project;
2) based on the in-depth analysis, jointly select two of the four categories for working condition improvement with the respective company and draw up action plans with toolboxes for concrete implementation steps and measures;
3) accompany and counsel the companies in the implementation of their action plans and thus achieve the improvement of working conditions in two of the four categories for 15 000 employees.
The main task of the contractor is thus to formalize relationships with the selected companies for the development of measures to improve their working conditions and the implementation of these agreed measures.
The assignment is scheduled from November 2020 to September 2022. The core team comprises one teamleader and two experts, who work on a intermittent basis. A pool of experts covering various technical fields will join the team during implementation. The overall assignment amounts to 832 working days in Tunisia and mobile (home) office.
