1) Support to urban strategy development (WB);

3) Partnership coordination, knowledge and information sharing among project preparation facilities and standardisation of early project preparation approaches (advocacy, outreach and coordination - WB and EIB/GIZ).
In Track 2 the Gap Fund receives requests for the preparation of climate resilient and low-carbon urban infrastructure projects, in which individual cities apply for technical assistance. EIB-GIZ Gap Fund's Technical Secretariat assesses eligibility of the project ideas and selects the most eligible projects for support. For selected investment projects GIZ in close cooperation with the city administrations prepares Terms of Reference (ToR) in which the support services (so called ‘TA packages’) to the individual cities are described in detail. These TA packages are implemented in the individual cities by an external consulting firm. Every assignment requires an individual approach to design suitable support modality and output.
