Description of tasks and services

- Supporting the development of technical offers and project proposals for EU service contracts in the sectors relevant to the work of the Goethe-Institut as mentioned above and EU grant applications

- Initial analysis of the terms of reference and independent advice on the proposal structure

- Development of a well-structured, efficient work plan

- Independent conducting of background readings, putting forward ideas and develop them further following on input and validation provided by the contracting authority

- If applicable, participation in consortium meetings

- Development of full written drafts (in English or other languages, as required) of technical offers and project proposals complying to the terms of reference and re-specting the interest of the contracting authority

- Proofreading of the final text

Dauer: 24 Monate

This agreement enters into force upon notification of contract award. It runs for two (2) years and extends by a further two (2) years if not cancelled with notice of three (3) months to the end of the regular contract term.

The eligibility of the bidders shall be assessed on the basis of the information provided in following Annexes:

Technische und berufliche Fähigkeiten:

The eligibility of the bidders shall be assessed on the basis of the information provided in following Annexes:

- Proof of at least 3 concrete, relevant reference projects as proposal development mandates in the field of EU funding according to Annex B6

- Qualification of staff according to Annex B7.

The following mandatory eligibility criteria will be applied to the bidder or staff of the bidder that would be entrusted with the delivery of the services:

Academic education:

- Master's degree, or in absence, a Bachelor's degree or equivalent diploma followed by at least 3 years of relevant post-graduate professional experience

Professional experience:

- Minimum of 7 years of post-graduate general professional experience in a sector relevant to the scope of the framework contract, of which minimum 5 years must be in the development of project proposals and technical offers for service contracts.

o The following sectors will be considered as relevant:

- Public and Cultural Diplomacy

- International Cultural Relations

- Political Cooperation

- Strengthening of Civil Society, Civic Tech, Active Citizenship

- Culture and Creative Industries

- Formal and Non-Formal Education, including teacher training

- Youth

- Proven professional knowledge and understanding of the European Union and its funding programmes

- Bid writing experience for globally active NGOs or other non-profit organizations in the field of EU funding

Methodological expertise:

- Proven experience in the development of Logical Frameworks ("logframes") in line with EU requirements

- Proven experience in the development of budgets of a minimum of 3 Million EUR

Personal skills

- C1 level of spoken and written English

- C1 level spoken and written in one additional language, e.g. French and/or Arabic and/or Russian and/or Spanish".

Regional expertise

- Professional knowledge in at least one of the following regions:

o Middle East and North-Africa

o Sub-Saharan Africa

o Eastern and southern Europe

Das Verfahren für Verstöße gegen diese Vergabe richtet sich nach den Vorschriften der §§ 155 ff. des Gesetzes gegen Wettbewerbsbeschränkungen (GWB). Zur Wahrung der Fristen wird auf die §§ 160 ff.
