Assignment Work Packages:
Work package 1: Technical support for building structures, value chains, and business models.
The contractor shall establish a dialogue with the Clusters Support Institutions (CSIs) to capture views about the future orientation when it comes to realizing business opportunities in the 4 selected clusters. In addition to their needs requirements for modernizing and upgrading their technical and organisational processes. It is also crucial to explore for each cluster the main constraints and opportunities in their value chains and building for better business models.
Activity 1.1: Mapping of stakeholders currently operating in the four clusters
Activity 1.2: Conducting detailed value chain analysis for the four clusters, including a risk assessment for the flow of value inside the clusters
Activity 1.3: Based on the international market trends in the agribusiness/food processing sector and the ICT/Industry 4.0 sectors
Activity 1.4: Assessing and developing new business models to be used by the clusters coordinators
Activity 1.5: Developing a detailed medium-term action plan (2 years) for each cluster
Activity 1.6: Formulating a task force for each cluster consisting of the active stakeholders (Clusters Support Institutions and tenants)
Work package 2: Capacity development for the operating staff of the clusters support institutions.
The contractor shall start working on the clusters development process by focusing on the clusters" coordinators management teams and task force members by upgrading their capacities and increasing their exposure to the best practices in clusters management.
Activity 2.1: Conducting an analysis of capacity development and training needs for the clusters" coordinators and the formulated task forces teams
Activity 2.2: Developing and delivering appropriate comprehensive cluster management trainings and capacity development activities focusing on environmental/social sustainability and digitalization
Activity 2.3: Organizing two (2) study tours / fact-finding missions for the trainees as a part of the training process
Activity 2.4: Coaching and follow-up practical on-job trainings for the learning concepts
Work package 3: Planning and coaching the implementation of a total of 10 sustainability measures within the 4 clusters.
Based on the accumulated practical experience gained in work packages 1 & 2, the contractor shall work on developing and implementing of improved services and measures for enhanced social, environmental, gender, and digital sustainability in the four clusters.
Activity 3.1: Identifying ten (10) measures to improve the business ecosystem and sustainability measures at the clusters level
Activity 3.2: Providing technical advice to the cluster coordinators and/or task forces in designing, planning, and implementing the ten (10) measures
Work package 4: Technical assistance for the outreach activities to all clusters" tenants from an angle of employability, job creation, and enhancing working environments.
In work package (4), the contractor shall work on the demand side by building dialogues and effective communications with tenants, to ensure that the measures developed in work package (3) are well operationalized and functioning. Also, it is very important to take into consideration designing short events and activities to enhance the achievement of the two main indicators of job creation and better working conditions.
Activity 4.1: Organizing clusters forums, including but not limited to, raising awareness sessions for clusters" tenants about the range of advisory services on social and environmental sustainability in general and with special emphasis on the selected measures in each cluster, mini exhibition for service providers, and business matchmaking activities
Activity 4.2: Organizing employment events with a main theme of job creation and better working conditions and with special focus on youth and gender opportunities
Work package 5: Technical assistance to develop clusters national and international visibility.
Consolidating the principal of clusters and moving together as one unit, the contractor shall design business development activities to increase the national and international visibility of the 4 clusters and emphasizing on their competitive edges.
Activity 5.1: Developing a professional communication presentation for each cluster from a business development perspective and based on its Unique Selling Points (USPs) and its value proposition.
Activity 5.2: Advisory role in supporting the clusters to participate as exhibitors in specialized national trade fairs inside Egypt
Activity 5.3: Advisory role in supporting in the organization of international buyers" trade missions to Egypt, and the participation of the clusters as exhibitors in top notched international trade fairs
Key Stakeholders and Implementing Partners:
1. Private Sector Enterprises:
Owners, managers, and employees of growth-oriented enterprises working in the agribusiness / food processing or ICT / Industry 4.0 who have their main activities in one of the above-mentioned four locations. In addition to private service providers, enterprises who deliver their services to support the value chains of our two main sectors.
2. Park Management Organizations:
Public and private industrial parks management teams working in the selected industrial zones.
3. Public Service Providers: (Regional Offices)
Public entities supporting the industrial development activities in the selected industrial zones.
4. Business Associations:
Business and investors associations working in the selected industrial zones.
5. Supporters and Intermediaries:
All sector-specific chambers of industries, export councils, technology centres, academia, training centres, etc. that may support the clusters development activities.
