The One Health Data Alliance Africa project (OHDAA) is a development project managed by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) under the umbrella of One Health (OH) intended to run from January 2022 till December 2024.
OH is a holistic, interdisciplinary approach that is concerned with the interactions and interdependencies between humans, animals and the environment and further domains such as food security and agriculture/livestock/fisheries production, water resource management and water supply, and the preservation of biodiversity. OH-related data is mostly related to zoonosis, epi-/pandemics, foodborne diseases and AMR and such data has largely remained in sector silos and can therefore not be brought together to create information and digital intelligence, for instance, through data science-based algorithms or machine learning. Although several institutions possess information systems that process data related to their respective mandate, they generally don"t allow access to their information by third parties organizations or individuals.
To address the gap of OH governance and management, several African Union member states, have established OH desks or OH focal points in public institutions in an attempt to harmonize information related to human, animal and environmental health. Nevertheless, the integration of data and information from different sectors remains rudimentary and is not yet sufficient for evidence-based OH governance and management. The OHDAA intends to address this fundamental issue by establishing OH information platforms for integrated data analysis to strengthen the capacity of African countries to react to unforeseen health challenges in future.
The need for OHDAA is informed by the socio-economic impacts of African governments" COVID-19 containment measures-lockdowns, establishment shutdowns, transportation bans, curfews, etc. that diminished the incomes of formal and informal businesses and subsequently countless African households. OHDAA intends to integrate socio-economic data, including increasingly sophisticated analysis to enable decision makers in understanding the socio-economic dimensions of decisions and assist them in streamlining their actions towards improving the lives of the people. The end goal of OHDAA is to maintain and improve the health of the African population through swift and focused prevention and control action in response to emerging and ongoing health risks and emergencies within the intersectoral OH framework.
OHDAA will achieve its objectives by relying on the African Union Interafrican Bureau for Animal Resources (AU-IBAR), which manages the inception and completion of the project with support from contractor and other partners like Africa CDC, Health Information Exchange Technical Working Groups (OH-TWG) etc. to establish project scope as well as achieve delivery of necessary services.
The overall objective of this tender is to improve digitalised OH governance and management in sub-Saharan Africa by ensuring that the fundamentals- comprising a OH information policy and a OH information architecture- for the structure, pan-African exchange and utilisation of OH information is endorsed by the African Union; to prepare a foundation for implementation of OH information platforms at continental, regional and national level for performing OH data analyses and use cases; and to develop the foundations-comprising competency profiles and associated qualification materials-for qualifying African specialists in building, operating and maintaining OH information platforms with information processing services.

The main partner of GIZ´s One Health Data Alliance (OHDAA) Project is the African Union Interafrican Bureau for Animal Resources (AU-IBAR). The contractor will be supported by AU-IBAR throughout the duration of the project and be placed at AU-IBAR in Nairobi full time for the first 7 months and part-time with bi-monthly visits during the following 7 months. AU-IBAR´s support is mainly related to the stakeholder management, coordination of Technical Working Groups (TWG) and organization of workshops.
The Contractor is responsible to achieve Output 1 "Fundamentals-comprising a One Health information policy and a One Health information architecture-for the structure, pan-African exchange and utilisation of One Health information have been submitted to the African Union for endorsement" (Work package, WP 1) and Output 3 "Foundations for qualifying African specialists in building, operating and maintaining One Health information platforms with information processing services have been developed" (WP 3). The contractor will also contribute to Output 2 "The technological and institutional prerequisites for digitalised One Health governance and management have been created" (WP 2).
In WP 1 "Submit fundamentals for the structure, pan-African exchange and utilisation of One Health information to the African Union for endorsement" the contractor, with support of AU-IBAR and created Technical Working Groups (TWG), shall assist African Union (AU) institutions in developing a One Health (OH) information policy (IP) and an associated OH information architecture (IA). WP 1 entails providing technical support to the TWG to achieve results as the pre-formulation and draft of the IP/IA and a maintenance model including definition, scope and quality criteria; support submission of OH IP/IA to AU for endorsement; finalize a maintenance model for IP/IA; and support public availability of AU-endorsed IP/IA.
Work Package 3 "Develop competency profiles with associated qualification packages for qualifying sub-Saharan specialists" includes the development and documentation of standards including quality criteria for the scope and composition of competency profiles as well as criteria for their quality; development and documentation of a curriculum based on the 5 OH competencies and quality standards; support AU-IBAR with the public availability of competency profiles and associated programmes and training modules. The contractor, in close collaboration with AU-IBAR and concerned TWG, will develop the scope and composition of all competency profiles and ensure that they follow similar pattern and adhere to agreed quality criteria.
WP 2 "Prepare a foundation for implementation of OH information platforms at continental, regional and national level for performing OH data analyses and use cases (contribution to Output 1)". The tasks of the contractor under WP2 are largely related to business systems analysis and design as well as information systems analysis and design such as developing business model design for digitalised OH Governance and Management; envisioning digitalized OH Governance and Management; specifying target platform architectures; market analysis and elaboration of IT service management arrangements; compilation and discussion of analysis reports, and documentation of findings and roadmaps for building, operating and maintaining OH information platforms. Simultaneous to surveying the market for digitalised OH Governance & Management solutions, the contractor shall develop assessment criteria for evaluating African Information & Communication firms and specialists and survey and assess African markets for suitable African Information & Communication firms and specialists which could provide services at close range to AU-IBAR as well the regional and local lead institutions where platforms will be hosted. The contractor shall document and its findings and draft recommendations. The contractor may additionally be required to survey and assess commercial and government-owned cloud services providers if a decision is made at any of the three tiers to host OH information platforms in the cloud. In this case, the contractor shall develop assessment criteria for evaluating such providers and survey and assess providers accordingly. The contractor will provide comprehensive expert advice on developing business plans which include enterprise architectures that comprise solution building blocks, potential outsourcing partners, and roadmaps for establishing horizontally and vertically integrated OH Governance & Management solutions at all three tiers, enabled by OH information platforms and with information services.
