Kurze Beschreibung:

This Invitation to Tender (ITT) aims at establishing a set of individual contracts to develop DestinE Digital Twin (DT) use cases that conceptualize and demonstrate concrete application benefits from future data and capability provisions of DestinE DTs. The objective of each of the use-case contracts resulting from this ITT is to develop and implement concrete examples for applications eventually benefitting from the full DestinE capabilities. Each use case must respond to a well-defined, specific problem and user objective within the relevant user mandate, set out the current workflows including their limitations and the information gaps/shortcomings to be addressed, define the approach and the required DestinE products and capabilities, implement a demonstration based on existing and (prospective) DestinE capabilities, and assess output quality, uncertainties, fitness-for-purpose and user benefit.

ECMWF targets a selection of use cases in different impact sectors including, but not limited to:

• water management,

• agriculture and forestry,

• renewable energy management,

• air quality management,

• maritime or air transport,

• disaster risk mitigation.

ECMWF expects that individual tenders, with a total price between € 200,000 and € 600,000 will be adequate to achieve the objectives of individual thematic use cases, depending on the scope of the individual use cases.

Criteria for selection will be the relevance of the problem addressed for public policy users in Europe and the value added by the unique DestinE capabilities, the effective involvement of policy-mandated users, the credibility and feasibility of the use case, and the realistic planning of the continued exploitation of the results. In striving for thematic diversity ECMWF will select a set of use cases covering several of the application domains listed above to ensure representation of diverse applications in terms of domains and user groups addressed. Award of contracts will be based on a value for money assessment, done in conjunction with an assessment of the representation of diverse applications in terms of domains and user groups addressed, the scope and budget of the individual use case, as well as the interest of ECMWF and of the Destination Earth Programme.

Procedure to be applied:

The procurement for the contract will be conducted in accordance with ECMWF's procedures as set out in Invitation to Tender documents, which will be available on ECMWF's eProcurement Portal (http://procurement.ecmwf.int/) and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Tenders must be submitted using ECMWF's eProcurement Portal. Hard copy (paper) submissions will not be accepted.

Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations. ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations. The overall objective of the contracts under this procurement is to demonstrate the value of the Destination Earth (DestinE) Digital Twins (DT) in different impact sectors and guide and influence the development of the Digital twins.

Contract No ECMWF/DESTINE/2022/DE_370a_Deltares aims at demonstrating the integration of regional coastal and inland models and local flood models in different regions, including in the Basque Country, the UK, La Reunion, the Dutch Caribbean Islands (BES Islands) and the Philippines, to manage compound flood risk. The regional models will use high-resolution DT Extremes and in some cases also DT Climate data and configure transferable workstreams that provide actionable information to end users. The contract implements a co-design approach engaging local stakeholders in the design.

Contract No ECMWF/DESTINE/2022/DE_370b_DLR aims at setting up a workflow on DestinE that couples the energy system model REMIX with the output and interfaces of the DT Climate. In doing so the contract will demonstrate the use of DestinE for electricity grid extension planning and adequacy assessments. The contract has a strong element of stakeholder engagement, aiming to involve energy system stakeholders in the nascent DestinE community.

Contract No ECMWF/DESTINE/2022/DE_370c_FZJ aims at setting up a workflow on DestinE that couples the air quality model EURAD-IM with the DT on-demand extremes. To this end the work includes containerizing the EURAD-IM model and running it on EuroHPC machines, notably LUMI. The contract will demonstrate the use of DestinE for public entities’ management of air quality extremes in two selected test regions, North-Rhine Westphalia and Berlin/Brandenburg. The contract has a strong element of stakeholder engagement, aiming to involve LANUV and UBA as local stakeholders and further interested stakeholders in the nascent DestinE community.

Contract No ECMWF/DESTINE/2022/DE_370d_FMI further develops the existing HarvesterSeasons service by testing higher-resolution (1 km) input data and using climate projections to extend the service for decadal information. The contract will implement technical interfaces to DestinE System Components, further develop a front end for forestry users, and develop new Machine Learning (ML) methods, notably for downscaling model output to the resolution required by forestry users (tens of meters). Finnish user communities are strongly engaged.

Contract No ECMWF/DESTINE/2022/DE_370e_VITO aims to provide present and future high-resolution urban heat maps for cities across Europe to underpin and support urban climate adaptation measures that are being developed within the EU’s cohesion policy and the development of EU policies related to the urban environment. The urban heat maps will be generated by means of a physics-based urban climate model, URBCLIM, drawing on data from DT Climate and other data available via DEDL. DG Regio is engaged as the primary policy user. Also, two cities will be selected in which local authorities will be involved to confirm and demonstrate the value at city level.
