ECMWF intends to award a single Framework Agreement for a period of maximum 43 months, which shall be implemented via a single Service Contract expected to commence in August 2024.
The services shall include, but shall not be limited to, the following activities:
- To review all technical deliverables and milestones of the new ECVs contracts while ensuring that they comply with the corresponding technical and contractual requirements;
- To monitor the status of all deliverables and milestones of the ECVs contracts, i.e. to keep track of their delivery and completion with regards to the contractual due dates, record the reason for any delay observed and identify any possible mitigation;
- To monitor all actions agreed by parties in each of the ECVs contracts, keep track of their status and perform the actions for which the Successful Tenderer will be the lead;
- To liaise proactively with ECMWF’s ECVs Manager, Technical Officers (TO) and Contract Management Officer (CMO) and support them in their decision-making;
- To continuously optimize all processes (e.g. monitoring, review) implemented.
Relevant information about the new ECVs contracts will be progressively available on ECMWF’s Copernicus Procurement ITT webpage at https://www.ecmwf.int/en/about/suppliers/copernicus-procurement/update-itts, with their respective ITT Volume II containing detailed descriptions of the concerned ECV products, tasks and deliverables, KPIs and other technical requirements for the suppliers of those services.

The objective of the Framework Agreement is the provision of the technical support for the management and review of ECV deliverables. The services will include the following main technical activities:
(i) Review of all ECV contracts’ technical deliverables, that will be performed in a thorough and harmonized way by a set of reviewers with diverse backgrounds covering the full spectrum of ECVs. The update of the Internal Guidance Document shall ensure the quality and consistency of the different reviews to be performed. The updated IGD shall include the lessons learnt during the implementation of the contract ref. C3S2_120a_SCL-IRE and the ECV contracts it was covering, the new templates with regards to the ECV technical deliverables and the new set of EQC requirements. (ii) Support for the management of six ECV contracts (respectively C3S2_313a to C3S2_313f), with the Contractor namely attending regular meetings and most of all monitoring and recording the progress of each ECV contract thanks to the production and maintenance of a schedule masterfile and an action masterfile, as well as the management of the necessary Jira ticket system.
