Beschreibung der Beschaffung:

The main objective of this Invitation to Tender (ITT) is to implement an operational set of extreme events attribution service elements, including the development of (an) accessible, web-based interactive application(s) based on open source tools and the establishment of an attribution office. These service elements shall enable C3S to: (•) clearly communicate past and future changes in extreme events to policymakers and other users, and enable them to easily examine changes for their own location; (•) provide information on how a number of climate variables have changed in the historical context with anthropogenic climate change (focusing on changes during the well-observed period ~1950-2024); (•) advance beyond single event attribution by developing methods and datasets for near real-time attribution of a subset of extreme events. This will help increase confidence in understanding and attribution of observed changes in different types of extreme events; (•) provide a focus on communication of extreme event attribution, leveraging pre-existing C3S Climate Intelligence products and services. Effective communication on extreme events should also include fact sheets – or similar products, documentation on the development of relevant data and tools, and independent quality control. ECMWF intends to award a Framework Agreement for a period of maximum 42 months, which shall be implemented via a single Service Contract expected to commence in January 2025.

In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Beschreibung der Beschaffung:

The objective of the Framework Agreement is the establishment of an operational framework for extreme event attribution, building on established methodologies and previous collaborations, including C3S, EUCLEIA, EUPHEME, and XAIDA. The contract team combines scientific, operational, and communication expertise to deliver a flexible, globally applicable service designed to adapt to future scientific and technological advances. Key outputs include: (1) Interactive Web Application – A tool for exploring trends in extreme events and their links to climate change through maps, time series, and statistical analyses. (2) Extreme Event Attribution Office – A distributed office across four European meteorological services, in collaboration with ECMWF, delivering rapid climate attribution assessments. (3) Rapid Attribution Studies – Production of factsheets within five business days of an event, with extended analyses for longer-term events. (4) Counter-Factual Weather Data – Development of alternative climate scenarios using advanced dynamical models. (5) Communication Products – User documentation, visualisation guidance, training materials, and peer-reviewed scientific reports.
