Kurze Beschreibung:

The climate projection data service in the CDS provides access to the Earth System Grid Federation (ESGF) - hosted data using technical solutions originally implemented during the first phase of the Copernicus Programme and subsequently updated and maintained in the present phase of Copernicus. This aspect is covered by contract C3S2_380.

This Invitation to Tender (ITT) calls for the exploration and curation of additional climate projection datasets, hosted at ESGF, but not yet published in the CDS. Taking into account user requirements, as well as requirements stemming from the Copernicus Interactive Climate Atlas developments (simultaneously performed in another C3S contract, C3S2_381), this contract will perform data quality control, preparation of associated documentation and handover of the newly selected climate projection datasets to C3S2_380, for operational service.

ECMWF intends to award a single Framework Agreement for a period of maximum 30 months, which shall be implemented via a single Service Contract expected to commence in July 2024.

Procedure to be applied: The procurement will be conducted in accordance with ECMWF's procedures as set out in Invitation to Tender documents, which will be available on ECMWF's eProcurement Portal (https://procurement.ecmwf.int/) and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Tenders must be submitted using ECMWF's eProcurement Portal. Hard copy (paper) submissions will not be accepted.

Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations. ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations. The objective of the Framework Agreement is to consolidate and improve the processing chain for the selection and preparation of ESGF climate projection data published in the Climate Data Store (CDS). This includes the revision of the data selection and quality control procedures in order to (i) complete the C3S CMIP6 subset (including new data required by the users) and to (ii) use them in the preparation of the new CORDEX data downscaled from the CMIP6 projections. All these additional data will be published in the CDS. Further alignment and coordination with the C3S Atlas work will be ensured and also the long-term maintenance of the developed tools in cooperation with the ESGF and CMIP communities.
