The European Centre for Medium-Range Weather Forecasts (ECMWF) invites tenders for the provision of support on user value proposition and societal value assessments. The Invitation to Tender (ITT) is split into three Lots, which cover (i) the development of a value proposition strategy for a selection of priority domains (Lot 1), (ii) the design, implementation and maintenance of value proposition material (Lot 2), and (iii) the assessment of the societal value of ERA5 reanalysis products (Lot 3).
Tenderers may respond to one or several Lots. Separate contracts shall be awarded for each Lot, so Tenderers must provide a distinct proposal for each Lot they wish to be considered for. A Tenderer may be awarded a contract for more than one Lot. The proposed efficiency and budget gains to ECMWF of such a case must be illustrated in the tenders.

The Contractor of this Lot will be required to work in close cooperation with the Contractor of Lot 1, Lot 1 being more focused on strategy and Lot 2 being more focused on implementation of the strategy.

The work under Lot 3 will analyse the socio-economic benefits in the European Union of ERA5 products on selected societal areas and activities. Similarly, but with less detail, the study will also indicate the value of ERA5 in North America, Asia and other parts of the world where reliable information on ERA5 usage and its benefits can be obtained. In addition, the successful Tenderer will look ahead to the future and provide their qualitative assessment of the potential additional benefit that could be derived from a sixth-generation reanalysis at ECMWF. Cooperation with the Contractors of other Lots under this ITT may be required.

Procedure to be applied: The procurement will be conducted in accordance with ECMWF's procedures as set out in Invitation to Tender documents, which will be available on ECMWF's eProcurement Portal (http://procurement.ecmwf.int/) and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Tenders must be submitted using ECMWF's eProcurement Portal. Hard copy (paper) submissions will not be accepted.

Due to the need to include performance and compliance obligations in the contract, for each Lot ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations. ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations. For a unique Lot, ECMWF will not enter into multiple contracts with individual members of consortia or groups of service providers.

It may be the case that a simplified set of T&Cs may be offered to the preferred Tenderer of Lot 3, and this would be discussed during negotiations.
