DE_372 Destination Earth Adaptation Modelling Framework

ECMWF, as one of the Entrusted Entities for the Destination Earth (DestinE) initiative, invites Tenders for the provision of DestinE Adaptation Modelling Framework and corresponding demonstrators. The Invitation to Tender (ITT) covers development of a framework for adaptation modelling under climate change and will be split into two Lots, one contract (Lot 1) will focus on flood risk management, with a focus on prevention, mitigation and recovery strategies and a separate contract (Lot 2) will focus on the heat stress under climate change scenarios, with a focus on public health management. Tenderers may respond to one or both Lots, however a Tenderer will not be awarded both Lots. Tenders must include an option to cover the coordination effort for preparing the adaptation modelling framework. This will be contracted by ECMWF only for one of the Lots. For each Lot, ECMWF intends to award a single contract for a maximum period of 18 months, which is expected to commence in August 2023.

This ITT addresses Tenderers that develop interactive technical solutions to support policy decisions on adaptation choices.

Lot 1 will be in the domain of Flood risk management (with a focus on prevention, mitigation and recovery strategies).

Solutions developed must integrate with DestinE System Components and exploit the novel data, services and capabilities of the DestinE DT Climate Change Adaptation.

Specific key deliverables for each contract are:

A report on the adaptation challenge and relevant adaptation options;

A technical design specification (document);

An interactive demonstrator implementation (software and corresponding documentation); and

Adaptation Modelling Framework for DestinE (document).

These are described in further detail in subsections 4.1-4.4 of the ITT volume II.

In addition to these deliverables, successful Tenderers will be required to engage with targeted users and their wider user communities, contribute to requirement definition, and communication activities of DestinE.

Further deliverables may be defined by the Tenderer based on the requirements described in section 4 of the ITT volume II.

Tenders will be technically assessed in two parts. Part 1: the Lot excluding the mandatory option. Part 2: the mandatory option inclusive of any WP0 related effort and costs. The estimated value excluding VAT for the option is 50 000 EUR. The award criteria for the option is: Price (20%), Quality of resources (30%) and Technical solution (50%).

The procurement for the contract will be conducted in accordance with ECMWF's procedures as set out in Invitation to Tender documents, which will be available on ECMWF's eProcurement Portal (http://procurement.ecmwf.int/) and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Tenders must be submitted using ECMWF's eProcurement Portal. Hard copy (paper) submissions will not be accepted.

Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations. This project will design a generic adaptation modelling framework for DestinE and a user documentation on how to automatically modify and execute state-of-the-art open-source flood and impact models to simulate, visualize and assess compound flood scenarios, impacts and risks. The work includes engaging a group of end users for eliciting their needs and requirements and defining storylines to simulate in the demonstrator. This demonstrator, an interactive web application, will be implemented to show the utility of the framework for specific end-user needs using globally accessible data, including from the DestinE System.

As stated in the Contract Notice, tenders will be assessed in two parts. Part 1: the Lot excluding the mandatory option. Part 2: the mandatory option (to cover the coordination effort for preparing the adaptation modelling framework) inclusive of any WP0 related effort and costs. Part 2 (the option) was awarded to the selected tenderer of Lot 1 for a price of 56,448.15 EUR.

Kurze Beschreibung:

This project will contribute to the design of a generic adaptation modelling framework for DestinE, and design and implement a demonstrator for this framework in urban heat / public health management. It will be designed to support decision-makers investigating different adaptation options for heat stress adaptation under climate change scenarios, and demonstrate this specifically for the case of Basque region. Based on mesoscale urban heat simulations thermal indicators will be derived at high (100m) resolution and allow users to retrieve, process and visualize data in the context of their investigating adaptation options. Concrete adaptation options will be co-designed with user representatives from the Basque government in this work. Relevant impact indicators will also be defined and will contribute to the definition of the generic framework.
