EIT Health e.V.

EIT Health seeks to award a framework contract that includes services performed in the areas below. The exact specification of the services will be formulated in detailed statements of work to be agreed with the service provider, regularly and ad hoc upon the request of EIT Health.
2.1. Services to be performed:
2.1.1. Development of information model for new EIT Health website and intranet, support with the definition of site structures and templates, support with the development of roles and responsibilities for editing and generating site content;
2.1.2. Content development on EIT Health strategy, goals and activities that can serve as the basis for websites, print/digital material, social media channels and other internal / external communications;
2.1.3. Media Relations including responding to media inquiries, advice on media relations as well as but not limited to the drafting of press releases and preparation and follow-up of press meetings;
2.1.4. Support with the organisation and implementation of EIT Health major events for partners and external stakeholders;
2.1.5. Support for communication of regional centers (CLCs and InnoStars) to promote local work;
2.1.6. Materials Development (Digital and Print);
2.1.7. Maintenance and monitoring of social media channels (Priority: Facebook, Twitter and LinkedIn);
2.1.8. Internal Intranet Platform: Content development, moderation, editing and support with defining roles and responsibilities for editing team.
2.2. Reporting on communication / dissemination activities and progress.

Main place of performance: At the service provider's premises. Occasionally, services may be required to be performed at the EIT Health premises in Munich or at the sight of 1 of the EIT Health Co-Location Centers (Barcelona, Stockholm/Copenhagen, Mannheim, Budapest, Rotterdam, Paris, London) notwithstanding that the contractor may be required on an ad hoc basis to travel to other locations.

Befähigung zur Berufsausübung:

The following documents and declarations are to be submitted together with the tender by the economic operators (in case of a group of economic operators, this applies to each and every member):

1) Self-declaration regarding the mandatory enrolment of the economic operator's undertaking on professional or trade registers (if applicable).

2) Self-declaration: (a) That bankruptcy proceedings or similar legal proceedings have not been initiated against the assets of the economic operator's undertaking and a petition for such proceedings has not been filed or rejected for lack of sufficient assets; (b) That the economic operator's undertaking is not in process of liquidation; (c) That no person whose conduct is attributable to the economic operator's undertaking has committed proven acts of grave misconduct, which cast doubt on the economic operator's reliability as a tenderer; (d) That the economic operator has met its obligation to make due payments of taxes and contributions to statutory national insurance; (e) The economic operator has not made and will not make deliberately inaccurate declarations as to their suitability in the award.

3) Self-declaration that no person whose conduct is attributable to the economic operator has been finally convicted, in particular because:

a) Article 129 of the Criminal Code — StGB (Formation of Criminal Organisations), Article 129a of StGB (Formation of Terrorist Organisations), Article 129b of StGB (Criminal and Terrorist Organisations Abroad);

b) Article 261 of StGB (Money Laundering, Concealment of Unlawfully Acquired Assets);

c) Article 263 of StGB (Fraud), where the criminal offence has been committed against the budget of the European Communities or budgets administered by the European Communities or on their behalf;

d) Article 264 of StGB (Subsidy Fraud), where the criminal offence has been committed against the budget of the European Communities or budgets administered by the European Communities or on their behalf;

e) Article 334 of StGB (Offering a Bribe), also in conjunction with Article 2 of the EU Anti-Corruption Act, Section 1 of Article 2 of the Act Against International Corruption, Article 7(2.10) of the Fourth Criminal Code Amendment Act and Article 2 of the Act on Suspending the Statute of Limitation and Equal Treatment of Judges and Employees of the International Criminal Court;

f) Section 2 of Article 2 of the Act on Combating International Bribery (Bribery of Foreign Public Officials in International Business Transactions); or

g) Article 370 of the Fiscal Code, also in conjunction with Article 12 of the Common Market Organisations Implementation Act and Direct Payments (MOG), where the criminal offence has been committed against the budget of the European Communities or budgets administered by the European Communities or on their behalf.

Note: A violation of these provisions is treated as equivalent to violations of penal provisions in other states. The conduct of a legally convicted person shall be attributed to an undertaking if he acted responsibly in conducting business on behalf of the enterprise or if supervisory or organisational fault under Article 130 of the Code of Administrative Offences (OWiG) lies with a person in connection with the conduct of another legally convicted person acting on behalf of the undertaking.

4) Self-declaration that in the last 2 years the economic operator was not convicted to a prison sentence of more than 3 months or a fine of more than 90 daily rates or of more than 2 500 EUR due to violation of regulations, which led to an entry in the Central Trade Register.

Wirtschaftliche und finanzielle Leistungsfähigkeit:

The following documents and declarations are to be submitted together with the tender by the economic operators (in case of a group of economic operators, this applies to each and every member):

5) Self-declaration of the total turnover of the economic operator and the turnover of the economic operator in the area of services that are comparable to the services described above under I.5) based on the last 3 fiscal years (2013 to 2015).

6) Proof (e. g. Copy of insurance policy) of liability insurance of the economic operator with the following minimum coverage per claim or self-declaration of the economic operator to obtain the respective insurance in case of award of the contract.

Personal injury — 5 000 000 EUR; Property and the environment — 5 000 000 EUR; Pecuniary damage — 3 000 000 EUR (2 times annual maximization of the sums insured).

Mindeststandards:

Regarding No 5), a minimum turnover of 0,6 Mio. EUR per fiscal year concerning services that are comparable in the fore-mentioned way is required.

Technische und berufliche Fähigkeiten:

The following documents and declarations are to be submitted together with the tender by the economic operators (in case of a group of economic operators, this applies to each and every member):

7) Self-declaration (list) of comparable services provided by the economic operator in all of the areas named in II 1.5) in the past 3 years (2013-2015), with the sums, dates and recipients, whether public or private, involved. Projects of international nature that involved activity in at least 4 European countries need to be stated. Evidence of services provided shall be given:

— Where the recipient was a contracting authority, in the form of certificates issued or countersigned by the competent authority;

— Where the recipient was a private purchaser, by the purchaser's certification or, failing this, simply by a declaration by the economic operator.

8) Self-declaration of the educational and professional qualifications and job experience of the economic operator and/or those of the undertaking's managerial staff and, in particular, those of the person or persons responsible for providing the services.

Minimum level(s) of standards possibly required:

Concerning No 7), at least 4 references of comparable services are required, 2 of which are projects of international nature as defined.

Note: The statements in Section VI.4.1) and VI.4.2) do not mean that EIT Health e. V. assumes to be a contracting authority pursuant to § 98 GWB and thus the body mentioned in Section VI.4.1) is responsible at all or a petition according to §§ 104 et seq. GWB is admissible at all.

Notwithstanding that, a petition is inadmissible, § 107 paragraph 3 GWB if:

1. The applicant has identified the breach of procurement rules alleged in the appeal procedure in the award process and did not report it towards EIT Health e. V. immediately after identification;

2. The applicant did not report the breach of procurement rules that are identifiable on the basis of this notice towards EIT Health e. V. at the latest by the end of the time limit for receipt of tenders as specified in Section IV.3.4) of this notice;

3. The applicant did not report the breach of procurement rules that are identifiable on the basis of the tender documents towards EIT Health e. V. at the latest by the end of the time limit for receipt of tenders as specified in Section IV.3.4) of this notice; or

4. More than 15 calendar days have passed since the applicant received a notification from EIT Health e. V. to not remedy a complaint.
